    Description


    JSI Research and Training Institute, Inc (JSI), a Boston-based public health management firm dedicated to providing high quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a Project Director for the anticipated worldwide Global Resilience Against Drug-Resistant Tuberculosis (GRAD-TB) Activity.

    The Activity will provide comprehensive technical assistance (TA) to local organizations, NTPs, and Ministries of Health in 24 USAID priority countries to address DR-TB.

    It will assist in developing equitable strategies, conducting data analysis, supporting action plan development, and providing ongoing TA during implementation.

    Rapid response and short-term TA will also be offered to 24 TB priority countries and 32 Global Fund TA (GFTA) TB countries to enhance Global Fund TB grant performance.

    The implementation of support and interventions will prioritize equity, inclusivity, and accessibility.

    The Activity's objectives include strengthening local organizations' capacity, improving the quality of host country DR-TB programs, and enhancing knowledge management through specialized tools and tailored trainings at global and regional levels.


    The Project Director will be responsible for all aspects of management and administration of the activity and the successful achievement of the expected outcomes and objectives of the Activity.

    They will provide oversight for all aspects of the Activity implementation and achievement of expected outcomes and objectives to include but not limited to:
    (1) Ensure activities are aligned with the latest scientific evidence in DR-TB as well as incorporate innovative implementation approaches for DR-TB programs; (2) Develop solutions to barriers and issues that are impeding the implementation of the Activity; and (3) Ensure activities are designed with country-specific contexts in mind given the varying partners and countries the activity will support.

    This position will be based in Washington, DC or other location to be determined.


    RESPONSIBILITIES
    Provide overall leadership and strategic vision for the project


    Provide technical expertise in DR-TB to support the design, implementation, and communication of the activities in accordance with the objectives.


    Serve in a critical role as liaison and as needed, establish working partnerships with USAID points of contact, implementing partner project directors, and host country representatives.

    Maintain professional documentation for projects and deliverables.


    Establish and maintain communication channels with USAID primary points of contact and other designated points of contact with USAID/Washington, USAID Missions, host country ministries or departments, international organizations, and other designated points of contact.

    Function as the primary liaison between the USAID and other collaborating agencies on all pragmatic, administrative and financial matters related to the project.


    Coordinate with various DR-TB implementing and research partners to ensure the activities are complementary and responsive to latest updates and innovations.


    Overall responsibility for assuring that all technical assistance and services provided under the cooperative agreement are technically sound, in line with USAID rules and regulations, and appropriate for addressing the objectives of the Activity.


    Supervise and assess the performance of senior staff and ensure supervisory and accountability systems are in place for all long-term and short-term advisors, subpartners, consultants and staff.

    Provide leadership in developing, implementing, and assessing interventions to reach project objectives.

    Ensure management systems with standard operating procedures are used to implement all activities.

    Oversee an annual project cycle which formulates comprehensive annual cooperative agreement work plans and budgets, in accordance with the USAID annual planning cycle and assures timely disbursement of funds.

    Oversee all institutional sub-agreements executed under the prime cooperative agreement.

    Ensure all reporting requirements for the cooperative agreement, including quarterly and annual activity reports are produced and submitted.

    Ensure systems and processes for comprehensive and adaptive monitoring, learning and evaluation of the program.


    QUALIFICATIONS
    Master's level education/training or its equivalent in Public Health, International Development, or a related field required. MD or PhD preferred.


    At least 10 years of experience managing international programs in developing countries with a demonstrated technical expertise of tuberculosis required.

    At least 5 years of experience in senior-level leadership positions on projects of similar scope and complexity (over $50 million)

    Proven ability to form partnerships with governments in developing countries, and work with local partners and stakeholders in tuberculosis prevention and treatment

    Experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies required.

    Fluency in English with strong oral and written communication.

    Comfort and familiarity with representing the Project and JSI at external events, technical working groups, and international forums, preferred

    Position is contingent upon USAID award to JSI.

    Salary commensurate with experience.
