    Job Summary

    As a communications specialist 2 at the Minnesota Department of Health (MDH) Child and Family Health (CFH) Division, you will provide analysis, and oversight of the CFH division's publications and web content and communications, promote and support SharePoint collaboration and assure compliance with state accessibility requirements. You will provide assistance to division management in communications and operational activities, Including:
    • Provide customer-focused web presence.
    • Support state accessibility requirements, standards and best practices.
    • Design and/or manage website content and quality, newsletters and publications.
    • Develop and promote SharePoint as a tool for collaboration and information management.
    • Provide leadership and technical assistance to programs in adopting and implementing MDH and CFH Communications policies and procedures related to website and accessibility standards.
    This position requires proactive assessment of the division's capacity and development of plans for supporting alignment with MDH standards.

    Qualifications

    Minimum Qualifications

Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

    Two (2) years of experience in web design, content management principles, practices software and tools. Experience should include:
    • Knowledge of plain language principles and Associated Press (AP) Style.
    • Knowledge of graphic design and publishing processes.
    • Expertise in developing materials that comply with accessibility standards and best practices.
    • Experience in understanding of different approaches for writing for print, webpage, texting and social media to develop effective messaging on complex topics.
    • Working knowledge of Microsoft applications including SharePoint, Outlook, Word, PowerPoint, Excel, Visio and Project Ability.
    • Expertise in computer software programs used in web page and document development and publication including HTML, graphic formats and web development software such as DreamWeaver, InDesign, or Drupel.
    To be determined in interview:
    • Ability to work independently, prioritize work, and set realistic deadlines.
    • Excellent writing and effective communication skills.
    • Applied knowledge of communications planning principles, including appropriate messaging and media for a variety of audiences.
    Master's degree may substitute for eighteen (18) months of experience; bachelor's degree may substitute for one (1) year of experience; Associate's degree may substitute for six (6) months of experience.

    Preferred Qualifications
    • Experience with principles of journalism, printing and publications to produce effective communications for internal and external audiences.

    • Familiarity with state and MDH communication, web and accessibility resources, policies and procedures.
    • Expertise in the principles of social media messaging and ability to develop effective messaging on complex topics on a variety of platforms.
    • Ability to establish and maintain effective working relationships with communications skills including the ability to influence, persuade and work collaboratively with others.
    • Ability to build consensus and create common direction among a variety of individuals.
