    Job Summary

    The Adult Protection System Training and Communications Specialist, as part of the Adult Protection Unit, supports the commissioner's role in training for awareness and response to reports of suspected vulnerable adult maltreatment. This position supports safety, dignity, justice and person-centered services for vulnerable adults by establishing strategy for communications and training in the adult protection system with a primary focus on county and tribal agencies responsible for response to reports of suspected maltreatment of a vulnerable adult made to the Minnesota Adult Abuse Reporting Center. The incumbent is the expert resource for the unit in communications and training. Responsibilities include:
    • Develop, select and implement long and short-term strategic planning for internal and external stakeholder communications
    • Develop communications for a variety of stakeholder audiences
    • Analyze training needs and develops training solutions to produce effective outcomes
    • Develop educational and training activities for external and internal partners that meet legislative requirements and which apply policy to support compliance with statute, rules and ethics to result in person-centered outcomes for vulnerable adults
    • Design, develop, schedule and delivers communications, trainings, meetings and conferences using a variety of modalities
    • Monitor and manage national certification and licensure processes, learner transcripts and provides technical support to customers
    The incumbent is an integral part of the Adult Protection Unit functioning under limited supervision.

    Qualifications

    Minimum Qualifications

    3 years professional experience designing and developing educational or training solutions and methods. Experience must include:

    • Knowledge of issues surrounding the provision of adult protective services and elder abuse prevention including: policy issues; legislative/legal issues; reporting service and protection system issues; ethics

    • Knowledge of state vulnerable adult statutes, protection system, county social service systems and statewide human service delivery systems, including community health programs, mental health programs, facilities for special-needs populations and medical assistance, governmental and nongovernmental organizations, agencies and professions impacted by this area

    • Issues surrounding prevention, awareness, reporting, response and person-centered outcomes for vulnerable adults who have experienced, or are at risk of, maltreatment

    • Project management sufficient to organize projects, establish goals, and timetables, clarify mutual expectations and evaluate results.

    Bachelor's Degree in Communications, Education, Instructional Design, e-Learning Design or a related field may substitute for 1 year of experience

    • Experience managing conferences, or in event planning
    • Conceptual, analytical, and problem solving skills including problem definition, observation, date
    • Variety of experiences working effectively with others from different backgrounds and/or cultures
