    Job Description

    Our client, a Federally Qualified Health Center (FQHC) with multiple locations in New York City, is hiring a Chief Financial Officer. This organization provides high-quality, comprehensive and affordable primary and specialty care to New York's diverse and underserved communities.

    Responsibilities:
    • Administer, direct and coordinate the total fiscal operation of the Center.
    • Provide leadership and direction for finance operations
    • Develop and strengthen relationships with all grant agencies
    • Recruitment, training, supervision, disciplining and evaluation of the Finance Department staff.
    • Directly supervise Controller and Senior Accountant staff.
    • Supervise Payroll, Purchasing, Accounts Receivable, Accounts Payable and general accounting functions of the Finance Department.
    • Analyze payroll, and develop management information reports.
    • Prepare budgets for all grant proposals and reports.
    • The deposit of all taxes, and payment of insurance premiums.
    • Oversee all program insurances to assure that they are up to date and in force.
    • Fiscal management of all City, State and Federal grants.
    • Oversight of the 340B program alongside the 341B Director who is a direct report.
    • Serve as the Center's liaison with all funding authorities on financial matters.
    • Develop procedures for purchasing and the maintenance of inventory on all equipment and supplies.
    • Negotiate all contracts for the purchase of supplies, services, equipment and renovations for approval by President & CEO.
    • Develop, supervise and coordinate all efforts to attain maximum third party reimbursement; i.e., sliding fee schedule, Medicaid billing, capitation fees and patient insurance for review and approval by the President & CEO and by the Board of Directors, where appropriate.
    • Monitor special reimbursement programs such as CenterCare, Child Health Plus, and PCAP.
    • Negotiate with State, Federal and City agencies re: Medicaid and Medicare reimbursement rates. Prepare analysis and respond to rate adjustments, as appropriate.
    • Prepare Cost Reporting and Cost Date Collection for DHHS.
    • Prepare Annual Expenditure Reports to DHHS.
    • Prepare all internal reports for Board of Directors, as requested by President & CEO.
    • Assist President & CEO in preparation of Center budget; coordinate all departmental budgets; work with Department Heads & Supervisors throughout the year to insure that all expenditures adhere to legal and budgetary requirements.
    Requirements:
    • B.S. in Accounting
    • Master's degree and/or CPA preferred
    • 5+ years of healthcare Accounting or Finance experience with demonstrated experience managing a high performing team
    • Outstanding communication and presentation skills
    • Demonstrated leadership ability, confidence and executive presence
    • Ability to motivate staff
    • Excellent analytical, reasoning and problem-solving skills
