    Description
    This position is responsible for directing the county's financial operations and for coordinating the maintenance of county financial records.
    Manages staff to include prioritizing and assigning work; providing leadership and guidance; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations;
    Analyzes agenda items to assess financial impact;
    Advises the County Manager, the Board, departmental directors, and elected officials on financial matters;
    Develops the county's operating and capital budgets;
    Supervises and monitors the general ledger;
    Monitors revenue and expenditures under the current budget; approves budget amendments;
    Coordinates annual external audits;
    Evaluates and reviews requests for bids and requests for proposals for county purchases;
    Prepares the Comprehensive Annual Financial Report (CAFR);
    Oversees the grant program;
    Oversees the Capital Assets System;
    Supervises the annual capital assets physical count;
    Oversees the operations of the county's accounting system and the development, implementation, and review of accounting procedures;
    Prepares semi-annual financial reports;
    Prepares the Georgia Department of Community Affairs Report of Local Government Finances;
    Performs cost analysis studies of county operations;
    Reviews and assists with the accounting for the County's debt obligations; and monitors payments for timeliness and accuracy;
    Establishes internal controls to ensure that the county's assets are protected from theft;
    Prepares the EMMA reports for the annual bond disclosure;
    Prepares Development Authority annual reports;
    Conducts internal audits, including petty cash, change funds, and bank reconciliations of the elected officials and the airport;
    Analyzes monthly revenues and expenditures; prepares quarterly financial reports;
    Interprets and applies financial accounting standards; and
    Performs other assigned duties.

    MINIMUM REQUIREMENTS TO PERFORM WORK:
    Master's degree in a course of study related to the occupational field;
    Five (5) years of related work experience;
    Or equivalent training, education, and/or experience;
    Certified Public Accountant (CPA);
    Member of Government Finance Officers Association;
    Member of the Georgia Government Finance Officers Association; and
    Valid State of Georgia Driver's License.

    Knowledge, Skills and Abilities:
    Knowledge of Governmental Accounting Standards Board (GASB) rules and regulations;
    Knowledge of generally accepted accounting principles (GAAP);
    Knowledge of the Uniform Chart of Accounts of Georgia;
    Knowledge of Georgia state law concerning the preparation of annual operating and capital budgets;
    Knowledge of Georgia Department of Revenue Compliance Guidelines for advertising the Property Tax Digest history and public hearings of increase in taxes;
    Knowledge of the Guide to Local Opinion Sales Tax Negotiations;
    Knowledge of SPLOST preparation guidelines and procedures;
    Knowledge of state laws relevant to grant requirements, audits, and municipal financial operations;
    Knowledge of computers and job-related software programs;
    Skill in organizing and directing the activities of personnel;
    Skill in management and supervision;
    Skill in the development and implementation of strategic plans and goals;
    Skill in the preparation of complex financial reports; and
    Skill in oral and written communication.

    PHYSICAL DEMANDS:
    Work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.

    WORK ENVIRONMENT:
    Work is typically performed in an office.
