    Description


    SC&A is looking for an entry level Management Analyst to join our team who will facilitate and manage projects for our DHS CWMD client.

    This role is responsible for communicating goals and evaluating results as requested.

    The incumbent will support decision makers in the DHS CWMD office and DHS components using information obtained from distributed sensor network capabilities and other sources.

    Such analysis will directly support DHS National Biosurveillance Center activities.

    The ideal candidate has a curious mind and enjoys taking a challenging problem, breaking it down into sections, reviewing the information, and asking the right questions.

    This person must have exceptional people skills as well as creative solutions.

    Active Top Secret clearance is required. Applications without the minimum required clearance will be automatically rejected.

    Applicant must pass background screening and DHS Suitability Screening prior to hire.

    Responsibilities:
    Develop and communicate

    – Develop and communicate detailed specifications for implementation while maintaining customer expectations. Produce reports, timelines, and graphics to communicate expectations and progress to management, customers, investors, and other relevant parties.
    Research and test

    – Research and analyze the nature, effect, and results of system difficulties. Work closely with IT team to satisfy data sampling, project analysis, testing verification, and other user requests from existing client databases.
    Collaborate

    – Work closely with colleagues to understand technical needs. Understand how any disruptions will potentially change a project and affect the business. Communicate with team leads to ensure client satisfaction, and provide recommendations as needed.
    Analyze

    – Applies appropriate management analysis processes, modeling and simulation tools, and technical techniques to provide the services required. Employs process improvement and reengineering methodologies and principles to conducting process modernization projects. Provides group facilitation, interviewing, training, and additional forms of knowledge transfer. Coordinates multiple project teams to ensure enterprise-wide integration of management efforts. Provides daily supervision and direction to personnel performing management analysis tasking.

    Requirements:
    Bachelor's degree in Information Technology, Business, or a related field
    0-3 years experience performing management analysis.

    Relevant management analysis experience in areas such as business process reengineering, configuration management, quality control/assurance,organizational performance assessments, mission analysis, and strategic planning.

    Strong communication and customer service skills, especially with managers within DHS,officials in other government agencies, and members of various governing boards and committees
    Excellent organization and planning skills
    Ability to work independently, remotely, and within/across/among a team.
    Ability to keep daily, weekly, and monthly tasks moving to ensure they are completed on time for the client.

    Outreach Team:


    Ability to assist the program in developing creative and innovative internal and external customer presentations and follow the correct internal standard operating procedures.

    Ability to track taskings using various systems such as MS Excel, MS Word and other systems.

    Ability to provide technical support in analyzing requirement needs, program goals and objectives; developing operational plans; analyzing performance metrics; and measuring the effectiveness of a program.

    Ability to develop and maintain the overall program plans and support project plans utilizing the Microsoft Office 365 suite.

    Ability to develop and maintain the formulation of concepts and development of strategic, tactical, and operational plans for key program activities.

    Ability to facilitate group briefings, discussions, and functional and technical meetings to enable focused decision-making.
