    Responsibilities

    The Bureau of Cancer Prevention and Control works towards cancer-related health equity through evidence-based programming and partnership building by directing resources, however limited, to communities disproportionately impacted by cancer. As part of its portfolio, the Bureau implements the Breast, Cervical and Colorectal Cancer Services Screening Program and a Health Systems Improvement to Increase Cancer Screening in Clinical Settings program. The first offers free breast, cervical, and colorectal cancer screening, diagnostic testing and referral to treatment, patient navigation, and case management to eligible uninsured/underinsured people. The second supports implementation of evidence-based interventions to increase breast, cervical, and colorectal cancer screening in primary care clinics. Both programs aim to serve people experiencing health inequities due to structural and institutional racism and other factors impacting the social determinants of health.

    Health Research, Inc. is seeking a Program Manager I. The Program Manager I will lead, oversee, and manage cancer screening and health systems programming within the Bureau of Cancer Prevention and Control, supervising and coordinating the work of unit managers who collectively coordinate the various components of New York State and Centers for Disease Control and Prevention funded programs for early detection/screening and health systems improvement.

    Day-to-day responsibilities of the Program Manager I will be to provide management and oversight in planning, goal setting and performance measurement; lead development, implementation, and evaluation of initiatives; prepare and monitor programmatic, data and fiscal components to ensure state and federal funds are expended and program functions are in accordance with state and federal guidelines. The Program Manager I will lead cross-functional teams as necessary to inform programming, collaborate with fiscal, administration, surveillance, evaluation, and research staff to implement the scope of work, and foster partnerships with appropriate external partners for collaboration, including New York State Cancer Consortium partners. The Program Manager I will serve as a member of the Bureau's management team, promote the Bureau's mission, vision, values and goals and perform other related duties as assigned.

    Minimum Qualifications

    A Bachelor's degree in a related field and five years of experience in the management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an Associate's degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff. A Master's degree in a related field may substitute for one year of experience.

    Preferred Qualifications
    • At least five years of experience in program management, including the development, implementation, and evaluation of public health programming to support cancer screening and early detection, or other chronic diseases.
    • At least five years of experience with grants management, including budget and work plan development, oversight, and implementation.
    • Experience working on programs that serve populations experiencing health inequities due to structural and institutional racism and other factors impacting the social determinants of health.
    • Experience conducting performance improvement or quality assurance activities related to clinical preventive services in a health care or public health setting.
    • Experience managing collaborative relationships with community leaders, governmental public health organizations, health care facilities and/or community-based organizations.
    • Experience developing written protocols, policies, and procedures.
    • Experience developing and writing reports or similar communications for professional audiences.
    • Experience developing and delivering presentations to both public and professional audiences.
    Conditions of Employment

    Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

    Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

    Travel, up to 25% of the time, will be required.

    This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
