    Position Summary


    Under general supervision, the Compliance Specialist performs a variety of professional, instructional, administrative, and leadership tasks to coordinate activities in the Department of Exceptional Children in the Chapel Hill- Carrboro City School System.

    The purpose of this position is to work with schools to provide support in addressing procedural compliance, educational accountability, and instructional improvement in order to promote the availability of a free appropriate public education for all students with disabilities.

    The Specialist supports EC leadership as it relates to state and due process complaints, including activities required to resolve/close such complaints.

    The Compliance Specialist provides individual support to EC teachers and related service staff at the building and district level to ensure IEPs are developed and implemented as written and in alignment with federal law and state policy.

    The Compliance Specialist acts as a compliance coach for teachers, related services and administrators.

    Essential Duties


    • Ensures the implementation of required federal, state and local policies and procedures affecting students with disabilities at all assigned schools
    • Works with principals and teachers to interpret compliance as a process for supporting teaching and learning
    • Works cooperatively with the school principal and EC Leadership to assure that the IEP Team is constituted and functions in accordance with legal requirements
    • Prepares and presents reports, data and the needed correspondence regarding Exceptional Children compliance issues
    • Assists the Director of Compliance with ensuring that exceptional children student records are maintained appropriately with the guidelines set by the IDEA, state retention, and FERPA; to include ensuring that schools receive special education records from schools out of district
    • Collaborate with instructional specialist to complete the summer checklist activities to prepare student records for the school year
    • Monitors the implementation of a full continuum of services at the school to which s/he is assigned
    • Facilitates monthly compliance updates through PLC meetings
    • Monitors and audits IEPs and EC paperwork for compliance and quality
    • Facilitates Manifestation Determination Reviews
    • Represents the District in IEP meetings when appropriate to ensure compliance with the IDEA and local policies
    • Provides oversight of timely completion (90 days) of initial referrals as outlined by Indicator 11
    • Assists schools with developing compensatory education plans when necessary
    • Establishes, facilitates, and maintains an on-going system of communication with school personnel and parents
    • Works with the district leadership team to foster positive connections among the district, schools, parents, students, community agencies and organizations, and the general public
    • Receives and facilitates the resolution of concerns regarding students with disabilities, from parents, administrators, teachers, and supervisors
    • Works with principals and teachers to emphasize using data to support educational decision making
    • Assists in the collection, analysis, and interpretation of data needed for planning, reporting, securing services, providing professional development, and making decisions
    • Coordinates, develops, plans and facilitates professional development concerning compliance topics identified as needed by schools
    • Works collaboratively with school staff to collect required data in a timely manner
    • Maintains current and professional expertise on the history, evaluation, development and on-going procedural and legal activities related to IDEA
    • Performs other duties as assigned by the appropriate administrator
    • Maintain compliance with all company policies and procedures
    • Demonstrate knowledge of current special education program state and federal regulations
    • Demonstrate ability to relate in a positive way to include sensitivity to race, creed, color, national origin, gender, sexual/gender identity, class, socioeconomics, ethnicity, sexual orientation, cognitive/physical ability, diverse language fluency, religion, status as an Multi-Language Learner, marital status, pregnancy, parenthood, or other characteristics protected by federal law for the diversity of students, staff, parents and community
    • Ability to work cooperatively with staff, administrators and support personnel in a team approach to solving individual student needs
    • Ability to communicate orally and in writing with clarity
    • Demonstrate ability to use conflict resolution and crisis intervention skills
    • Demonstrate ability to plan, organize, facilitate and implement meaningful professional development activities
    • Ability to maintain high ethical standards and confidentiality throughout all duties
    • Must model and maintain exemplary punctuality and attendance
    Education/Experience Requirements


    • Bachelor's Degree in Exceptional Children or related field required
    • Exceptional Children Teaching License (K12): General Curriculum, Specific Learning Disabled or Cross Categorical (mildly/moderately disabled) or equivalent or a related service license required
    • 5-7 years of effective special education teaching experience, preferably in general curricula programs or an administrative capacity, or any equivalent combination of training and experience which provides the required knowledge, skills and abilities preferred
    • Master's degree in Exceptional Children, psychology, related field preferred;
    • Possess a comprehensive understanding of the Individuals with Disabilities Education Act and the North Carolina Policies Governing Services for Children with Disabilities
    • Demonstrated ability to write compliant Individualized Education Programs (IEP)
    • Ability to apply critical thinking skills in rendering solutions to various issues
    • Ability to plan and implement short and long-range goals and objectives
    • Experience with providing instruction for students with disabilities
    • Assist with collecting and analyzing data needed for planning, reporting, and decision making (e.g. State Required Child Count (April and December), Group home and foster home reporting, class enrollment forms, PSSP eligibility, Child Find Evaluations, transportation, Indicators 7, 11, 13, 15, 14.)
    • Conduct comprehensive evaluations of individuals with exceptionalities and translate data for programmatic purposes
    • Evaluate and adjust intervention plans based on data
    • Document and interpret program evaluation data and make recommendations
    • Evidence of problem-solving and scheduling skills needed to achieve State Accountability System
    • Skills in effective oral and written communication
    • Ability to impart knowledge and understanding about effective teaching practices to others
    • Ability to work independently and as part of a team
    • Ability to express ideas and concepts clearly and concisely in oral and written form
    • Ability to establish and maintain cooperative and professional working relationships with individuals, groups and public and private agency personnel
    • Knowledgeable of the North Carolina Content Standards and K-12 Frameworks
    • Ability to use principals, practices, methods, and strategies applicable to instruction, general curriculum, adult learning, and learning activities to plan and deliver effective professional develop
    • Knowledge of best practices in students with disabilities, assessment practices, instructional strategies, IEP development, progress monitoring, and state requirements for special education teachers
    • Knowledge of effective teaching, mentoring, coaching, and learning-focused supervision strategies
    • Knowledge of federal and state laws, codes, regulations, and state policies related to services for children with disabilities
    • Ability to utilize reflective coaching in content and pedagogy
    • Ability to plan, organize and conduct coaching activities
    • Ability to maintain and improve professional skills and knowledge
    • Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA, and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards
    • Ability to maintain regular, punctual attendance consistent with the ADA, FMLA, and other federal, state, and local standards
