    GENERAL DESCRIPTION

    The Family Advocate provides supportive services to families by forming partnerships with families and linking them with community resources that will help them attain family goals. The Family Advocate is responsible for assisting families in completing enrollment applications for their child, conducting home visits, monitoring classroom absences, reporting, monitoring, and providing social service and parent involvement opportunities to Head Start families and ensuring compliance with the Head Start Performance Standards under the direction of the Family Engagement Manager.

    Advocates attend and assist with family committee meetings within their assigned caseload, encourage family participation within the Head Start program, plan and implement community awareness activities and meetings with referral agencies.

    Application Specialist will be responsible for completing the application process for the Early Childhood Program.

    EDUCATION and/or EXPERIENCE

    • Associate degree in Social Services or related field with two (2) years' experience in casework delivery to families with young children.
    • Intermediate computer literacy including database management and Microsoft Office.
    • Experience working with preschool age children and their families.
    • Knowledge of and sensitivity to the unique challenges faced by families living in poverty.
    ESSENTIAL DUTIES AND RESPONSIBILITIES
    • Work with families on a scheduled basis in their homes; making frequent visits to each family as indicated by family need.
    • Provide support for Head Start families and makes timely referrals for service to appropriate agencies when necessary.
    • Follow up on referrals with clients and agencies of referral when appropriate and documents all efforts.
    • Provide incoming Head Start families with a list of community resources and provides information and training to help families use resources effectively.
    • Support Head Start families coping with crisis situations.
    • Contact families regarding children's specific needs when a need is identified by the education, health, nutrition, or mental health staff.
    • Contact families after three consecutive days of child's unexplained absence, or a pattern of absences; follows-up w/teacher.
    • Inform staff at the center of any home situations which impact the child's development.
    • Act, in a support role, as an advocate for child and family.
    • Support parents in their role as advocates for their children's education.
    • Coordinate home visits with the center staff when concerns and purposes are mutual.
    • Ensure that the Center Parent Group is established and functioning effectively.
    • Coordinate parent involvement programs with parents at the center. This includes: planning, coordinating, attending and initially facilitating parent meetings; actively supporting parent committee officers; soliciting parent involvement in the classroom; facilitating fund raising and other parent-selected activities.
    • Engage in a wide range of weekly recruitment activities including: soliciting agency referrals, distributing posters and flyers, visiting homes to complete applications, and recruiting door-to-door on an ongoing basis.
    • Monitor Child Plus entries on a regular basis to ensure that all required vision, hearing, health and dental screenings, physicals, and immunizations for caseload are complete according to Head Start Performance Standards and State Child Care licensing.
    • Transport Head Start children and parents when needed -- in Head Start vehicles and own vehicle.
    • Ensure that parent participation is encouraged at all levels and that it remains voluntary.
    • Responsible for completing applications, within program standard timeline, as assigned by the Data and Enrollment Coordinator.

    General:

    • Continue professional growth by participating in ongoing; ECE education, training programs, workshops/conferences as budget allows, reading articles and professional journals pertaining to ECE and Head Start.
    • Participate in various meetings to include program meetings and collaborative meetings with other agencies as assigned.
    • Report any concerns for safety, health, or non-compliance to the Family Engagement Manager and/or ECEP Sr. Program Manager.
    • Perform other duties as may be assigned by supervisors that are reasonably within the scope of duties listed above.

    • Ability to work independently as well as in a team environment
    • Ability to work flexible hours and travel when necessary.
    • Reliable source of transportation with 100/300 liability insurance coverage.
    • Physical strength/endurance/mobility to perform in a standard daily required work routine.
    • Maintain and model good hygiene, appropriate dress (neat, clean and modest), and professional behavior to parents, staff and the community.
    • Maintain a positive and productive attitude.
    • Demonstrate, through positive words and actions, respect for and acceptance of income eligible families.

    • Be able to communicate effectively with staff, volunteers, and families on a regular basis
    • Good communication skills and ability to follow verbal and written instructions.

    EMPLOYMENT SCREENING

    Valid Driver's License and insured vehicle (100/300 minimum coverage) for use on the job or acceptable alternative, driving record check, criminal record check, randomized drug screening.
