The State of New Hampshire, Department of Military Affairs and Veterans Services has a full-time vacancy for Planning Specialist.

Summary:


To provide technical assistance in the planning and preparation and development of long and short range plans for the Adjutant General's Department's use of its State facilities and properties, in accordance with local, State, and Federal laws & regulations in support the mission of the New Hampshire National Guard.**

**Responsibilities: -
Assists in developing the State's Real Property Master Plan (RPMP). Assures the RPMP is in line with DMAVS State mission and ensures compliance with goals & objectives of the NHNG. Develops and evaluates alternative options to the RPMP for potential changes. Responsible for updating and maintaining the RPMP.

Develops and maintains various long & short-range plans and space surveys for DMAVS by collaborating with appropriate members of NHNG, DMAVS employees, or paid consultants to come up with NHNG unit stationing recommendations and potential future State property development.

Coordinates various planning efforts such as facility or land use improvement for DMAVS. Works collaboratively with fellow employees and/or contracted consultants to develop planning documents.

Develops statements of work for implementation of minor projects. Completes various Federal forms (DD Form 1390/1391 and DA Form 420R) for submittal to request new construction funding and/or to justify facility requirements. Prepares budget-planning estimates for projects of all sizes and verifies that preliminary budget and schedules are consistent with the initial project intent.

Works collaboratively with fellow employees, NHARNG members, Division of Public Works, Department of Environmental Services, and paid Consultants to gather and discuss information about DMAVS constructions plans and projects.

Coordinates with the Force Integration Readiness Officer (FIRO) with the preparation of annual stationing changes and population estimates for future force structure as required which serves as a basis for award of Military Construction (MILCON) funding. Updates the NHARNG Stationing and Installation Plan (ASIP) database.

Uses Geographic Information Systems (GIS), Computer Aided Design and Drafting (CADD), specialized database systems, and standard office software in performing assigned duties.

Occasionally travels to applicable job-related seminars, conferences and meetings. Travels to various DMAVS State properties to gather information regarding status of the facilities or land.

- Completes and populates forms and Excel templates provided by the State Business Office to assist the CFMO in projecting budget needs for the State Biennium Capital Budget.


MINIMUM QUALIFICATIONS:


Education:

Bachelor's degree from an accredited college or university with major study in planning, economics, geography, government, law, business/public administration, resources management, natural resources planning, environmental science, environmental law, community development, architecture or a related field.

Each additional year of approved formal education may be substituted for one year of required work experience.**
Experience:Four years' professional or paraprofessional experience in urban planning, municipal planning, community and economic development, environmental design, economics, architecture, engineering, construction management, or related field, with responsibility for program implementation, direct service delivery, planning or program evaluation.

Each additional year of approved work experience may be substituted for one year of required formal education.**
License/Certification:Applicant must possess a valid driver's license.**
SPECIAL REQUIREMENTS:Must be able to satisfactorily undergo a State Police Criminal Records check.

Must pass a National Agency Check with Inquiries (NACI) to obtain a Common Access Card (CAC) used in the performance of assigned work duties and be eligible for renewal as a condition of employment.**
