    Summary You will serve as an Instructional Systems Specialist in the Office of the Judge Advocate General of NAVAL JUSTICE SCHOOL.

    Duties * You will construct, edit, and manage course data, including course structure, lesson-level information, building and controlling tests/critiques, managing imported electronic content, individual training plans, skills, and internal roles.

    * You will collaborate across organizational lines to develop standardized templates/interfaces to deliver educational content and services through the LMS (Learning Management System).

    * You will develop, review, and revise instructional materials for courses, including revising the specific content, organization, style, format, emphasis, and treatment of each segment of the instructional courses.

    * You will act as project manager (e.g., ZOOM for Government, Kahoot, YouTube, SharePoint).

    * You will be responsible for designing and organizing the site and sub-sites, including creating and managing site workflows and user groups.

    The former incumbent has return rights to this position under PL Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector administering, advising on, designing, developing, or providing educational or training services in formal education or training programs.

    Specialized experience includes some or all of the following: 1) Researching and recommending a course of action on all instructional technology projects to analyze the success of various approaches in comparable projects and the impact on resources. 2) Applying analytical skills necessary to maintain and improve database, web, and distance learning applications by utilizing knowledge of computer techniques, requirements, methods, sources, and procedures to collect, analyze, and provide data for management of Internet usage and development of performance statistics; 3) Educating and training process of learning theory and principles, program management, methods, techniques, and practices to create, maintain, improve and/or evaluate curriculum; 4) Utilizing principles, methods, practices and techniques in curriculum design, curriculum development, evaluation, and assessment procedures; and 5) Communicating effectively both in writing and orally including skill in preparing and delivering briefing to managers on findings and recommendations demonstrating a high degree of tact, diplomacy, sound judgment, and ability to work closely with staff, faculty or students.

    Qualifications Standards Manual:

    Applicants must possess: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled.

    The course work must have included study in at least four of the following five areas:

    • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
    • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
    • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
    • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
    • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software

    In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Three years of progressively higher level graduate education leading to a Ph.

    D. degree.

    The education includes or is supplemented by at least 24 semester hours appropriate to the work of the position to be filled.

    The course work includes study in four of the following five areas: 1) Learning Theory, Psychology of Learning, Educational Psychology; 2) Instructional Design Practices; 3) Educational Evaluation; 4) Instructional Product Development; 5) Computers in Education and Training. OR Ph.

    or equivalent doctoral degree, which includes or is supplemented by at least 24 semester hours appropriate to the work of the position to be filled.

    The course work includes study in four of the following five areas: 1) Learning Theory, Psychology of Learning, Educational Psychology; 2) Instructional Design Practices; 3) Educational Evaluation; 4) Instructional Product Development; 5) Computers in Education and Training. OR A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.     Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations.

    Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. This is an obligated position.
