Job Overview
MassCEC seeks a motivated and organized candidate to join the organization as a Senior Program Manager.
The Senior Program Manager will support MassCEC's Offshore Wind and Technology-to-Market teams, playing a key role in program development and management, coordinating across internal staff, and serving as a key liaison and stakeholder point of contact.
The Senior Program Manager must demonstrate excellent communication skills and a keen ability to track the details of complex, ongoing, multi-party projects.
For more than a decade MassCEC has supported initiatives in ocean renewable energy, with a strong emphasis on the development of the offshore wind sector.
Offshore wind is one of MassCEC's four core focus areas, along with clean transportation, high-performance buildings, and net-zero grid.MassCEC works to advance the Commonwealth's goal to responsibly develop cost-effective offshore wind and reduce project risk, increase market confidence, and maximize the associated climate, workforce, and economic benefits of this new industry.
MassCEC leads a wide portfolio of initiatives in close collaboration with industry, government agencies, academia, and many other stakeholders.These initiatives are grouped in three (3) primary areas:
Sector Development – Generate and grow local manufacturing, suppliers, service providers, and infrastructure and develop a well-trained, highly-skilled, safe, and diverse workforce.
Planning, Analysis, and Engagement – Address identified gaps and needs through the support of technical studies, planning processes, projects, and stakeholder engagement on fisheries, wildlife, wind/ocean conditions, and transmission.
Research and Innovation – Support and collaboration to foster technology innovations, advance commercialization, learn from early deployments, and expand offshore energy research.
The Tech-to-Market team houses much of MassCEC's support for cleantech innovators and the innovation economy in Massachusetts. The team works directly with startups and researchers to advance innovative cleantech technologies and solutions.The Tech-to-Market team is charged with understanding the market climate for clean energy industry sectors, recognizing and supporting emerging technologies and market opportunities, and identifying market trends and barriers.
The team oversees a suite of grant programs to help researchers and emerging companies develop and commercialize their clean energy technologies and to help organizations that support early-stage companies (i.e., incubators and accelerators).
The Senior Program Manager will have significant executional responsibilities and contributing decision-making responsibilities for the establishment of a new Ocean Renewable Energy Innovation Center ("ORE Innovation Center") being developed in the area of New Bedford, Massachusetts.
The Senior Program Manager will manage contractors for the site selection process and the space planning, redevelopment, and fit-out for the facility.
The Senior Program Manager will support the development of solicitations for services and partnerships, lead reviews of applications and selection of awardees, and execute agreements, and manage contractors and partner relationships.
The Senior Program Manager will support and lead stakeholder communications and engagements, including an advisory body for the ORE Innovation Center.
The Senior Program Manager will also serve a key role in understanding and communicating program priorities, contextualizing a wide breadth of technology areas and opportunities for innovation and commercialization in the ocean renewable energy supply chain.
The Senior Program Manager will develop detailed program operation plans and standard operating procedures, establish program resources, support fundraising and applications for grant funding opportunities, review technical documentation and other information related to technology and research needs, coordinate invoicing and payments, collect and verify metrics, and evaluate and report on program activities.
The Senior Program Manager will report to the Managing Director of Offshore Wind and will work closely with other members of the Offshore Wind and Technology-to-Market teams.
The Senior Program Manager may supervise one or more Program Administrators/Coordinators and/or fellows to support these responsibilities.The position may also provide support across other MassCEC's teams (Workforce, Net Zero Grid, Clean Transportation, Buildings) depending on the needs of the organization.
The successful Senior Program Manager will also work collaboratively with Finance, Legal, Communications, Senior Management, and other program staff.Job Duties
Support the development and modifications of MassCEC programs, funding solicitations, events, and related program development work, including:
Conducting research; supporting stakeholder outreach; supporting concept development, reviews and revisions; drafting program solicitations and requirements; identifying performance measures and other tracking;
Support for program teams, including convening meetings, maintaining internal schedules, development steps, and external communications; and
Proactively review, adjust, and enhance existing program administration workflow and tools in response to program design changes or opportunities for operating efficiency;
Provide comprehensive support to coordinate the day-to-day activities of MassCEC programs, including:
Review applications and proposals for compliance with program requirements;
Provide timely responses to inquiries from applicants, potential applicants, awardees, state agencies, local partners, and other program stakeholders;
Draft programmatic requirements for grantee and consultant contracts;
Alert team members to potential problems and work cooperatively with the program team and relevant stakeholders to ensure prompt resolutions; and
Maintain detailed databases and supporting files on specific programs, including tracking files and key business documents, including project and program metrics, and ensure proper processing and archiving.
Record and maintain awards, deliverables and invoices in the award management system, assisting project teams to monitor their contracts and awards, ensure project/contract integrity, and track results.
Monitor project schedules and run reports to track project status, results and internal operating efficiency.
Conduct analysis to determine the effectiveness of programs and awards, and report key findings to Managing Directors, Program Directors, Chief Program Officer, Executive Team, MassCEC Board of Directors, and stakeholders.
Work with project participants and stakeholders (including business and industry partners, incubators, accelerators, universities, research institutions, and government officials) to foster collaborative working relationships which increase the likelihood of success.
Organize and participate in stakeholder meetings with developers, manufacturers and other supply chain businesses, training providers, consultants, and other industry members.
Provide presentations and briefings and represent MassCEC at public meetings and conferences.Engage with the communications and marketing team to promote successful projects, solicitation deadlines, and partner organizations' opportunities relevant to MassCEC's audience.
Delegate tasks to and assist in the supervision of Program Administrators/Coordinators, temporary staff, and/or interns/fellows.Position Qualifications
Education:
Bachelor's Degree, preferably in energy or environmental science, business management, economics, or other relevant field
Experience:
5+ years of experience in program management and administration
Demonstrated program management experience, problem-resolution and negotiation skills
5+ years of experience using the Microsoft Suite in a work setting
Experience in the public sector, renewable energy industry a plus
Knowledge, Skills, and Abilities:
Familiarity with at least one of the following: offshore wind or other renewable energy technologies; energy market structure and economics of energy projects; energy policy and regulation;
Analytical mindset with rigorous attention to detail;
Excellent organizational, collaboration, written and oral communication, and presentation skills;
Strong quantitative research and analytical skills;
Keen understanding of prioritization and an ability to work on multiple projects under tight deadlines effectively;
Demonstrated ability to get up-to-speed quickly and work independently;
Excellent problem-resolution skills, and demonstrated ability to make informed decisions;
Team-first attitude and the capacity to be flexible in a dynamic work environment;
Demonstrated ability to work with internal and external stakeholders, and cultivate appropriate relationships;
Working knowledge of basic accounting and payment processing (budgets, invoices, etc.) preferred;
Ability to read and absorb complex proposals, contracts, polices, rules, etc. and extract the information needed to ensure compliance with each;
Excellent PC skills and ability to use related business applications (e.g. Microsoft Office suite)
Strong mastery of Excel with an ability to explain graphic information effectively;
Excellent interpersonal, diplomatic, and verbal/written communication skills;
Experience with making cross-functional decisions impacting business processes and results.
