    POSITION SUMMARY:


    The Enterprise Risk Manager (Manager) independently develops, executes and maintains the Enterprise Risk Management Program for Wescom Central Credit Union.

    This position

    designs and evolves an overarching system of enterprise- wide risk assessments, analysis and reporting. Develops and conducts tests for risk control effectiveness across all business lines, and across all risk domains, including

    transactional, credit, interest rate, liquidity, strategic, compliance, legal information technology information security and reputation risks.


    Manages and directs activities of the Enterprise Risk Supervisor, and other Enterprise Risk Management staff that are assigned to assist projects.

    Ensures organizational Enterprise Risk Assessment projects are completed through the use of standardized project management methodology. Manages and coordinates projects/initiatives involving multiple departments and functions across the organization.

    These may include risk assessments in support of strategic initiatives, new products and services, and facilitating implementation of policies and controls in response to regulatory and enterprise requirements.

    Manages the insurance and bond program, including property and casualty coverage and cyber insurance.

    ESSENTIAL POSITION FUNCTIONS:
    Responsible for enterprise risk project planning and the annual Enterprise Risk Assessment, including ongoing tracking and reporting. Identify scope of projects, identify resources required, develops timeline, monitor progress, ensure timely completion.
    Manage vendors that provide automated solutions for Enterprise Risk Management administration. Ensure technology solutions meet Wescom's enterprise requirements. Conduct ongoing vendor due diligence to ensure vendor(s) meet SLA standards.
    Develops and maintains the credit union's risk appetite and key risk indicators (KRIs).

    Monitor for variances and report to Management, the Enterprise Risk Management Committee, the Audit Committee and the Board of Directors.

    Create implement and distribute ongoing risk assessments and reports to Management, the Enterprise Risk Management Committee, the Audit Committee and the Board of Directors, to facilitate decision making in pursuit of Wescom's Strategic Objectives.

    Function as the liaison between the Enterprise Risk Department and all other areas within the credit union.

    Work closely with staff, SVPs and VPs within the organization to develop standards, procedures and policies to ensure attainment of enterprise risk management objectives.

    Design and execute testing and validation of the organization's existing process controls, and test new process controls.
    Participates in the development and implementation of strategic initiatives to further enterprise risk goals.

    Manages the insurance program by performing evaluations of coverage, coordinating with external brokers, draft RFPs, interview internal stakeholders on loss history and insurance needs, compare internal requirements with available coverage and recommend carriers, coverage and premiums to the ERMC on an annual basis.

    Provide reports to the Board of Directors and obtain approvals as required by regulation.
    Administers the claims process, filing potential losses with carriers on a timely basis. Coordinate with external and internal stakeholders to resolve pending matters. As needed, participate in remediation of data breach issues. Report losses to the ERMC as appropriate.
    Conducts research within the credit union and externally to support Enterprise Risk Department needs. Research regulations, rules and best practices and provide meaningful written analyses.

    Effectively communicate on behalf of the Vice President, both verbally and in written form, at all levels within the credit union and externally.

    May attend Committee meetings and functions in a support role to the Vice President.
    Produce ad hoc risk assessments for new products and services, which also may include new facility locations.
    May participate and assist in the Business Continuity Program and assist with conducting periodic testing and tabletop exercises.

    Joins with all members of management to review and address member service delivery and related functions, operational policies, employee issues, quality control problems, planning items, and other Wescom activities.

    The position is eligible for the Credit Union's Management Team Incentive Program and Team Award.

    EDUCATION, EXPERIENCE, SKILLS AND ABILITIES:


    Bachelors Degree and a minimum of seven years of experience with responsibility for major projects and a general understanding of bank/credit union operations.

    Minimum of five years of experience in financial institutions in the enterprise risk management area or similar background required. Must be able to develop and conduct risk assessments and produce relevant reporting.

    Advanced relevant college education or certification may be considered in lieu of up to two years' experience in these fields.

    PMP certification preferred.

    Experience with development and implementation of an organization-wide business continuity program including administration of a system of business impact analyses and business resumption practices and testing is a plus.

    Knowledge of Microsoft Office applications and project management software.
    Experienced manager of employees with technical skills.
    Effective communication skills, both written and oral.

    Must be able to adapt communication to the audience.
    Detail oriented, good organizational skills, and the ability to be flexible while working in a time-constrained environment. Proven ability to work with and motivate others. Professional conduct and appearance.

    Effective interpersonal skills in order to maintain positive and productive working relationships with staff and management at all levels of the organization.

    COMPUTER SKILLS:
    Proficient in Microsoft applications (Word, Excel, Outlook).

    Must be proficient in technology applications including the Credit Union's operating system and specialized software required for performance of position.

    Knowledge of systems for managing enterprise risk functions.
    Knowledge or experience of data base systems and reporting.
    Knowledge of and experience with core banking systems such as Symitar is preferred.

    MATHEMATICAL SKILLS:
    Experience in or ability to build information models. Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios and percentages, and to draw and interpret bar graphs. Ability to operate a financial (business) calculator.

    WORK ENVIRONMENT:
    This position may qualify as Remote or Hybrid with a home base at one of Wescom's offices.
