    $75,612/yr. - $104,416/yr.

    The Grants Accounting Manager is a working manager position responsible for the comprehensive fiscal oversight and administration of Seattle Colleges grants and contracts.

    The position supervises the analysts responsible for grants and contracts and works closely with the college grant offices, program staff and principal investigators to ensure the successful administration of grants.

    As part of this work the Grants Accounting Manager performs professional accounting and administrative work to maintain the financial accounting records for the College's grants and contracts, including overseeing and reporting on the expenditures that have been made on specific grants and contracts to various agencies, performing grant account reconciliations, review, and approval of subrecipients' invoices and issuance of invoices to agencies for payment.

    The Grants Accounting Manager exercises independent judgment and discretion in planning and carrying out work procedures and methods using generally accepted accounting principles; work is reviewed by internal, independent, and agency auditors.

    This position directs the work of Classified, Exempt, temporary, Work Study and Student employees.

    What you will be working on:

    Grants AdministrationProvide leadership, direction, and guidance in the development, implementation, fiscal management and internal control of grants and contracts activity for the Seattle Colleges;Maintain currency with grant requirements and applicable Federal and State administrative and fiscal rules and regulations, interpret them and advise grant directors and principal investigators as appropriate;Recommend changes to College policies and procedures to improve process and ensure continuing compliance with grant requirements;Establish awards and budgets for all grants and contracts awarded to the District by Federal, State, and private grantors;Lead the review of grant expenditures to ensure they comply with requirements of the grant and applicable Federal and State administrative and fiscal rules and regulations, confirm that any variances are within budget, review, correct, and approve expenditure coding and prevent unallowable expenses;Lead the preparation of monthly and quarterly invoices using a variety of online, automated, and manual processes, as required by each grantor;Review budget revisions requested by grant directors and principal investigators, submit them to grantors and enter approved revisions in the District's accounting records if necessary;Monitor grant activity in comparison with approved budgets and follow up any unusual or unexpected activity or lack of activity with college grant directors and principal investigators;Monitor grant program expenditures and subrecipient requests for payment to ensure timely budget spend down;Oversee the establishment of user accounts and permissions assignments for District users of the SBCTC's online grant systems – Online Grant Management System (OGMS) and the Online Budget Invoicing System (OBIS);Assist with grant applications and make recommendations to create more competitive proposals that maintain the integrity of College resources;Train grant administrators on Time and Effort reporting documentation; create and submit payroll transfers as needed to ensure compliance with federal regulations;Lead response to external audits and financial monitoring reviews pertaining to grants and contracts;Meet regularly with and maintain open and regular communication with grant directors, principal investigators, pre-award staff, accounting staff and other applicable district and college staff to report progress toward meeting objectives and address any grant management compliance issues;Financial Aid Expenditure ReconciliationLead the reconciliation of financial aid expenditures in relation to grant awards and monitor expenses in comparison to established budgets.

    Oversee operating transfers involving financial aid expenditures.
    Communicate and work with the District's Financial Aid department to resolve any discrepancies.

    Partner SupportPartner with grant directors and principal investigators to assist with:
    Budget development.

    Successful project implementation and on-time achievement of deliverables;Monitoring of budget spend down and fiduciary compliance with all rules and regulations related to private, state and federal funding agreements;Preparing documentation and obtaining approvals for grant budget modifications and changes in personnel or scopes of work; Measuring and reporting outcomes;Preparing and submitting progress reports; Records retention;Preparation for audits/desk reviews of programmatic records; and Project close out procedures.

    Provide training to grant directors and principal investigators on fiscal policies, procedures, and processes pertaining to grants and contracts at Seattle Colleges;Pro-actively engage with all parties involved in grants management on an ongoing basis to ensure their understanding of compliance requirements, grants related processes and timely resolution of issues;Contribute to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures and backgrounds.

    ReportingPrepare and submit monthly and quarterly financial reports for grant administrators and administration; Establish and maintain records of all grant activities to ensure compliance with grant recordkeeping and reporting requirements;Prepare complex reports for internal and external parties, including but not limited to; the State Auditor's Office, the Office of Financial Management, and the State Board for Community and Technical Colleges;Prepare reports as needed to support the grant (re)application process;Maintain grants risk register.

    Team ManagementLead by example in providing exemplary customer service characterized by:


    Adapting communication modes to respond to the unique needs of other people;An ongoing willingness to provide personal attention to meet the needs of individuals whose primary focus is not on grants compliance and accounting;Interview applicants and make hiring recommendations;Effectively manage Analysts responsible for grants by coaching, counseling, and observing performance and offering developmental support in accordance with the collective bargaining agreement.

    Encourage employee development by communicating job expectations and planning, monitoring and appraising job results. Assist with employee career development as appropriate. Initiate, document, and implement corrective actions as needed;Onboard new employees.

    Provide technical support and assistance to staff, ensure that individual employees receive required training and that a record of employee training is maintained;Conduct performance evaluations to guide the development of employees, provide a record of performance, conduct consistent evaluations, and provide regular feedback.

    Other Duties


    Develop policy and procedures, documentation and District wide training in matters relating to the financial management of grants and compliance with grant conditions;Pro-actively engage with all parties involved in grants management; train, mentor and provide continuous support, both in the form of reference resources and direct personal engagement to all parties involved in the process;Contribute to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures and backgrounds;Represent Seattle Colleges with state, city, and local agencies and organizations related to area of responsibility;Serve on and/or lead college committees;Remain competent and current through self-directed professional reading, developing professional contacts with colleagues and attending professional development courses as required by the Controller;Contribute to the overall success of Finance by performing all other duties as assigned, maintaining high levels of accuracy, maintaining a professional demeanor and appropriate levels of confidentiality, and providing excellent customer services.

    What you bring as a candidate:

    (Any Equivalent Combination of Knowledge, Skills, Abilities, Education and Experience)Bachelor's degree with major study in accounting, finance, or business administration, AND 2 or more years' experience in financial analysis, internal control, audit, or equivalent education/experience.
    Demonstrated experience in governmental and/or non-profit budget and accounting practices.
    Advanced/Expert skill in the use of Microsoft Excel, Access, and/or similar analytical tools.
    Demonstrated experience in the design, implementation, and/or audit examination of internal control policies and procedures for fiscal operations.

    Demonstrated ability to interpret, apply, and effectively communicate in-depth understanding of federal, state, and local government laws, regulations, policies and procedure.

    Demonstrated experience in the auditing and/or fiscal oversight of local, state, or federal grants.

    Experience in the use of complex computerized budget/accounting systemsDemonstrated ability to work in a team environment with multiple time-sensitive demands.

    Demonstrated expertise with enterprise resource planning (ERP) systems.
    Demonstrated self-starter.
    Strong written and verbal communication skills.
    Demonstrated ability to empower people to do their best work, including demonstrated effective coaching skills.
    Ability to establish and maintain effective working relationships with principal staff and faculty.
