    SUMMARY DESCRIPTION

    Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the City's various training programs; leads the development of comprehensive training programs, provide organizational and professional consultation, facilitation, and development services; assesses City-wide developmental needs to drive training initiatives; coordinates assigned activities with other divisions, departments, and outside agencies; identifies and arranges suitable training solutions for employees; searches, creatively designs, and implements effective methods to educate, enhance and recognize performance; and provides highly responsible and complex administrative support to the Human Resources Director.

    Essential Functions

    REPRESENTATIVE DUTIES

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    Assume management responsibility for the City's various training programs; manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned operations; recommend and administer policies and procedures.

    Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; conduct follow-up studies of all completed training to evaluate and measure results; modify training programs as needed.

    Oversee and coordinate the development and administration of the City's employee training and development program; propose training and development programs and objectives.

    Conduct training and development needs analysis; design training programs utilizing a variety of media; identify instructors; develop training calendars; manage the automated training administrative system.

    Oversee and participate in the development and administration of the program's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.

    Serve as the liaison for training operations with other divisions, departments, and outside agencies.

    Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.

    Develop and maintain organizational communications such as bulletin boards and newsletters to ensure employees have knowledge of training and development events and resources.

    Provide guidance and counsel in matters of employee development.

    Provide responsible staff assistance to the Human Resources Director.

    Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of training and employee development; incorporate new developments as appropriate.

    Monitor legislative efforts and legal decisions for possible application to the City's training programs.

    Perform related duties as required.

    Minimum Qualifications

    QUALIFICATIONS

    Knowledge of:

    Operational characteristics, services, and activities of an employee training and development program.

    Principles and practices of program development and administration.

    Operations and services of various employee incentive programs.

    Principles of business letter writing and basic report preparation.

    Principles and applications of critical thinking and analysis.

    Advanced organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs related to area of assignment.

    Principles and practices of municipal budget preparation and administration.

    Principles of supervision, training and performance evaluation.

    Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

    Ability to:

    Oversee and participate in the management of an employee training and development program.

    Provide guidance in matters of employee training and development.

    Participate in the development and administration of program goals, objectives, and procedures.

    Prepare and administer large program budgets.

    Prepare clear and concise administrative and financial reports.

    Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

    Interpret and apply federal, state, and local policies, laws, and regulations.

    Identify and coordinate with community resources.

    Research, analyze, and evaluate new service delivery methods and techniques.

    Prepare clear and concise reports, professional correspondence, and presentations.

    Handle multiple demands and priorities simultaneously.

    Negotiate and resolve complex issues.

    Deal constructively with conflict and developing consensus.

    Identify and respond to community and organizational issues, concerns, and needs.

    Coordinate multiple projects and meet critical deadlines.

    Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

    Work in a team based environment to achieve common goals.

    Coordinate multiple projects and complex tasks simultaneously.

    Meet the physical requirements to safely and effectively perform the assigned duties.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.

    Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education/Training:

    A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, human resources, organizational development, psychology, or a related field. A Master's degree is desirable.

    Experience:

    Five years of increasingly responsible experience administering employee training and development programs.
