    Description

    Duties * Ensures the force structure and manpower documentation process and systems are properly analyzed, evaluated, and documented for the manpower requirements that are submitted to develop Program Budget Guidance audit trails.

    * Reviews TDAs and MTOEs to ensure that the documentation data identifies equipment allowances, prescribes the line item numbers, equipment readiness codes, generic nomenclature, and quantities of required and authorized.

    * Analyzes manpower programming and budgeting data in ARCYBER portion of the Army Program Objective Memorandum (POM), the Army Budget Estimate Submission, and Command Plan.

    * Coordinate equipment survey schedules to ensure accountability and coordinate excess redistribution with HQ ARCYBER. * Prepares reports which reflects unit required and authorized levels.

    * Assists in developing the manpower program and budget in coordination with the ARCYBER DCS G8 at established HQDA PPBES level of detail for inclusion in the POM and the Command Plan.

    * Reviews command input into these systems and negotiate the minimum essential manpower resources available to support requirements. * Represents ARCYBER and Second Army in interactions with senior level personnel in HQDA, U.S. Cyber Command, Army Service Component Commands, and subordinate commands. From participation in discussions, develops recommendations for solution issues.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * Three year trial/probationary period may be required.

    * Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).

    * Must pass an initial and periodic urinalysis screening for illegal drug use.

    * Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks.

Specialized experience would be demonstrated by (1) assisting with manpower documentation processes (2) assisting with coordinating equipment survey schedules and other accountability tools, (3) interacting with senior level personnel in various commands.

    or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, that is directly related to the work of the position.

    OR Combination of Experience and Education Substitution for Specialized Experience for GG-11:

    If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess.

    To compute the percentage, divide your total months of qualifying experience by 12.

    Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18.

    Add the two percentages. The total percentage must equal at least 100% to qualify.

To qualify at the GG 12 grade-level based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.     Specialized experience would be demonstrated by (1) assisting in developing manpower program and budgets (2) preparing reports and participating in briefings dealing with ARCYBER (3) assisting with personnel management to include reorganizations, restructuring, position management and other manpower utilization.

    To qualify at the GG 13 grade-leve l based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

    Such experience is typically in or directly related to the work of the position to be filled.

    Specialized experience would be demonstrated by (1) Leading or participating in integrated process action teams, and force management project teams (2) Documenting requirements and authorizations in organizations; (3) Preparation and coordination of memoranda, reports, and briefing material to obtain higher echelon approval of requirements and authorization documents; (4)Analyzing organization manpower, equipment, requirements validation (5)Advising senior level staff on technical and administrative matters of manpower, tables of distribution and allowances (TDA), and Modified Tables of Organization and Equipment (MTOE); (6)Reviewing, analyzing, and preparing detailed reports on manpower TDA, and MTOE, and briefing managers and/or senior leaders on findings and evaluations.
