    This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs.

    Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

    What You'll Do:
    The Office of Management Information systems administers the computer-based management systems across the ODH enterprise.

    The office is responsible for maintaining ODH computer networks and servers and for the development and implementation of strategies that support the current and future technology needs of the agency.

    We are seeking experienced Software Development Specialists to work with business personnel to assure requirements are thoroughly defined and approved, develop software applications and perform system analysis and design.

    The required technologies are

    .NET Framework (primary)

    and

    SQL, SSRS, Oracle, HTML/Java Script, Integration/Middleware


    These positions will:
    collaborate on system design reviews and perform code reviews to ensure agency application development standards are met
    serve as technical lead, as assigned, assuring software quality standards are met
    read, write, extract and/or reports from multiple sources such as databases, file servers and data lake
    work with assigned OMIS staff to identify and document system software requirements
    perform post production support for business applications including routine maintenance, enhancements and the need to perform research to aid in troubleshooting software production errors
    assist in the review and evaluation of software development tools and methodologies
    create and review test data for performing test scenarios and regression testing
    coordinate execution of unit and system test scripts, debugging efforts and defect tracking
    lead the development, implementation and monitoring of IT quality assurance standards and testing
    write, review and coordinate documentation to support software development activities
    assist with the development of application-related training materials and software user guides, program and/or application source code documentation, departmental standards, documentation and review of application development lifecycle activities

    Qualifications

    combined work experience in any combination of the following:

    Unless required by legislation, the selected candidate will begin at Pay Grade 35, Step 1 of the OCSEA union Pay Range Schedule ($36.99 per hour), with an opportunity for pay increase after six months ($38.84) of satisfactory performance and then a yearly raise thereafter.

    SELECTION PROCESS :
    Positions are filled through a two-part assessment process, which consists of a test and structured interview. Applicants in this pool must pass the test and interview to be eligible for selection. Selection will be based on the most qualified applicant, using qualifications, education and experience (QEE). Where applicants are substantially equal, seniority shall be the determining factor.
    The final candidate selected for this position will be required to undergo a criminal background check. Criminal convictions do not necessarily preclude an applicant from consideration for a position. An individual assessment of an applicant's prior criminal convictions will be made before excluding an applicant from consideration.

    EDUCATIONAL TRANSCRIPT REQUIREMENTS:
    Official educational transcripts are required for all post-high school educational accomplishments, coursework or degrees claimed on the application. Applicants will be required to submit an official transcript prior to receiving a formal offer of employment.
