- The CC manages all operational and administrative aspects of his/her assigned consultations activities as well as assisting for the section as a whole.
- Advises DS and Bureau of Counterterrorism (CT) senior management on the feasibility of conducting senior foreign official consultations (customized training) that address specific host country issues; develops, manages, and delivers all program components for senior foreign official consultations in support of DS/T/ATA training programs that result in fostering collaboration/cooperation and possible design of new off-the-shelf courses; consultations may take place in either the U.S. or abroad at Executive Forums and International Law Enforcement Academies (ILEAs) and are targeted, country-specific responses to meet the needs of requesting host countries.
- Coordinates with Training Management Division (TMD) Program Managers (PMs) to identify training objectives, venue and available funding.
- Collaborates with interagency counterparts at the Federal, State and Local levels to ensure ATA consultations and training delivery provide relevant security and law enforcement management practices, protocols, policies and procedures.
- Coordinates through the TCD and TED Operations Coordinators (OpsCo's) for the procurement of instructor staff, equipment, and training activity facilities, then monitors and evaluates performance and suitability of each for consideration when planning future similar ATA consultations.
- Responsible for the instructor vetting process including contractors and third-party intermittent contractors hired to conduct and monitor ATA consultations; may conduct reference checks to ensure all required qualifications have been met.
- Prepares task order requests; reviews vendor price proposals and invoices to ensure best value; assists TCD and TDD OpsCo's in monitoring execution of allocated funds.
- Liaises with TED, B&F, and TMD to assist with the procurement, delivery, and management of equipment inventory and/or equipment shipments for training and donation to Partner Nations.
- If required, arranges for the deployment of an ATA on-site representative or quality assurance monitor; provides pre-deployment orientation for instructors and on-site representatives.
- Arranges for country clearances and all logistical and administrative support prior to arrival; ensures appropriate travel documentation is obtained; reviews instructor travel arrangements.
- Cooperates with TED Administrative & Logistics Unit to ensure records of all Defense Trade Controls items associated with his/her training activity are accurately recorded in a timely manner.
- Reviews and approves training material to make sure all material complies with the training requirements and established ATA standards.
- After each training activity delivery, prepares a synopsis of the After-Action Report(s) written by the on-site representative, if assigned, and the Lead Instructor, to distribute to ATA personnel, highlighting successful experiences and deficiencies that need to be addressed prior to the next offering; ensures AAR reports are received and distributed in a timely manner.
- Solicits grant proposals and monitors performance of the grant recipient throughout the performance of the grant.
- As needed, observes training delivery to ensure the quality of material and instructors and the achievement of course objectives; if required, CC will take corrective action.
- Conducts needs assessments abroad, provides quality assurance, and evaluates results that enhance Partner Nation antiterrorism capability.
- Monitors relevant publications, media, seminars, workshops and training opportunities to stay current on matters that would benefit ATA training consultations.
- Maintains relationships and seeks to develop new relationships with law enforcement, security and terrorism experts currently practicing in the field to enhance the roster of qualified relevant SMEs.
- Makes site visits to local, state and federal training facilities to keep current on the latest training tools and techniques.
- Performs other duties as assigned relating to achieving either TDD training activity delivery or other ATA mission requirements.
- Must have effective interpersonal skills for interacting with various subject matter experts and all levels of US and foreign officials (for the latter, cross-cultural sensitivity is crucial), and for exchanging information and coordinating cooperatively his/her work with that of others inside and external to ATA.
- Must be highly organized with very good oral and written communication skills, in order to prepare clearance cables, formal correspondence, and various reports, and demonstrate success in performing in fast-reacting, adaptive workplace where flexibility and self-initiative are expected.
- Knowledge of State Department administrative management, international politics, law enforcement or military familiarity, travel coordination and events preparation are preferred qualities.

Summary:
The Consultations Coordinator (CC) is responsible for effective training consultations and delivery including coordination and monitoring of domestic or overseas ATA training activity and completion of attendant administrative tasks; liaises extensively with US Embassy Regional Security Officers and members of the country team, Partner Nation senior security or law enforcement officials, and ATA-contracted subject matter experts and instructors; coordinates the achievement of all operational aspects of the delivery of an ATA training activity and assigned tasks related to other TCD program components (such as senior foreign official consultations or forums and ATA public outreach functions); and is required to travel internationally and domestically in carrying out position responsibilities.
