Duties:


Monitors the collection, research, and analysis of comprehensive and substantive contractual information that includes budget, accounting, and financial reporting information to develop budget testimony, briefings, and talking points for senior DNI leadership and develop IC guidance on the preparation of resource requests and realignments or reprogramming to the DNI and Congress.


Monitor contract performance and take any necessary action related to delays in contract performance or the need to stop work under the contract.

Document past performance information.


Make sound, well informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.

Monitor and evaluate the progress and outcomes of operational performance plans and identify potential threats or opportunities.

Organize work, sets priorities, determines resource requirements, determines goals and strategies; coordinates with other organizations, monitors
progress; evaluates outcomes.

Provide technical guidance to the contractor.

Assist the Contractor and the CO in interpreting technical requirements of the contract scope of work or specifications.

The COTR shall refer differences of opinion to the CO for resolution.

Evaluate and make recommendations for acceptance or rejection of waivers and deviations from technical requirements.


Monitor the contractor's performance to ensure compliance with the technical requirements and terms and conditions and expectations of the contract.

Immediately report all problems to the CO.


Provide comments on the contractor's interim status reports, outlining the contractor's performance against the schedule, any problems identified, and any recommended contractual actions that the Agency should take.

Conditions of Employment:


  • Must be a U.S. Citizen residing in the United States
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A twoyear trial period is required for all new permanent appointments to the ODNI.

Qualifications:


  • Expert knowledge of Performance Work Statement Type Contracts.
  • Expert knowledge of the principles, concepts, laws, and regulations of administration, budgeting, accounting, and contractual management to generate new methodologies or to theorize, plan, and direct entire contractual, budgeting, or accounting for broad, emerging, or similarly critical largescale ODNIwide programs.
  • Expert ability to plan, prepare, justify, administer, analyze, forecast, and monitor contractual information to ensure costeffective support of organizations and programs, including conducting budget/financial data analysis and assessing financial conditions.
  • Superior ability to serve as expert and consultant to top agency management officials and customers, in context of operation requirements based on contractual analysis and recommends possible courses of action. Problems are frequently stubborn due to such matters as conflicting funding priorities, economic interests, public interests, constitutional protections, or equivalent concerns.
  • Superior ability to conduct accounting, and financial reporting information; expert knowledge of financial principles, policies, methods, techniques, and systems.
  • Superior ability to make decisions and recommendations addressing undefined issues that require much consideration and extensive analysis of the immediate and longrange implications of any action. Decisions regarding what needs to be done require extensive probing and analysis.
  • Expert knowledge of ODNI and its components, missions, and interrelationships, including the superior ability to lead broadbased teams regarding key ODNI contractual/financial management issues.
  • Expert experience establishing and maintaining professional networks with all levels of management both internal and external to the ODNI.
  • Expert representational, oral, and written communication skills, including the ability to produce clear, logical, and concise products.
  • Superior organizational and interpersonal skills, and demonstrated ability to negotiate, build consensus, and work effectively and independently in a team or collaborative environment.
  • Expert ability to develop consensus recommendations and to solicit input from colleagues and peers; superior ability to remain openminded and change opinions on the basis of new information and requirements.
  • Experience: 3 years as an Active COTR.
  • Education: Bachelor's Degree or equivalent relevant work experience and Master's Degree or equivalent relevant work experience. 24 hours of Finance, Accounting or other relevant courses.
  • Certifications/Licenses: COTR Level II or higher.
