Defense Accounting & Contracts Specialist


Place of Performance:

Hybrid Remote Position, with onsite requirements in Vienna, VA, 3 days a week.

  • Remote hours may be performed in one of the following states only: Virginia, Maryland, Washington, D.C.
  • Applicants must live in a commutable distance to the Vienna, VA office.
  • Fulltime hours are flexible but must overlap M-F 9a12 noon.

Job Summary:

Cipher Tech is seeking an experienced full-time defense accounting and contracts specialist to join our growing finance team. We are looking for an extremely proficient computer user who has specific bookkeeping experience using QuickBooks Online.

Applicants must have at least 5 years of experience working within a defense contractor and have a thorough understanding of Defense Contract Audit Agency (DCAA) accounting practices for cost-type contracts.

The Defense Accounting and Contracts Specialist will join an existing part-time bookkeeping and payroll team and execute across all facets of corporate accounting to include QuickBooks - G/L, Banking, AR, and AP roles.

Additionally, this employee will be responsible for financial contract management, tracking ceiling/funding burn-rates, and requesting and negotiating contract mods with the support of the owners, legal, existing bookkeepers, and outside financial consultants.


Supervisory Responsibilities:


  • Manage day to day workload of parttime bookkeepers and payroll specialists and coordinate overall department resources and deadlines.

Duties/Responsibilities:


  • Accounting
  • Become familiar with the tasks of our existing bookkeepers, augment the team, and create redundancies in the areas of QuickBooks
  • G/L, Banking, AR, AP and payroll.
  • Act as a check to other bookkeepers to ensure seamless customer invoicing, transaction posting, report generation, payroll and expense classification.
  • Act as a backup to electronic timesheet reviewers across the company
  • Act as a backup to those preparing and processing biweekly payroll
  • Act as a backup to those who prepare recurring payroll journal entries using established templates
  • Reconcile company time data with Prime Contractor time data used to generate invoices, as needed.
  • Assist with financerelated HR activities (i.e. creating payroll accounts for onboarding employees, reconciling medical deductions with our benefits platform and handling midyear qualifying event changes), preparing OFCCP salary reports.
  • Assist with benefits administration, new hire onboarding, and auditing tasks in conjunction with current bookkeepers, HR, and security staff.
  • Disseminate information to the owners, bookkeepers, and authorized outside consultants on an as needed basis.
  • Consult with outside tax accounting firms and government auditors.
  • Establish working relationships with administrative departments: Recruiting, Purchasing, Travel and HR as well as with program managers.
  • Create and maintain management reports such as project profitability, productivity standards for technical staff and more.
  • Contracts
  • Mange our FFP, FFP-LOE, T&M, and Cost+ prime and subcontracts (from a financial perspective).
  • Track ceiling, value, utilization, and POP requests and modifications.
  • Manage our subcontractors (from a finical perspective)
  • Work with legal to issue funding modifications to our subcontractors as it relates to ceiling, value, utilization, and POP.
  • Disseminate information to the owners, bookkeepers, and outside consultants' information about the above on an as needed basis.
  • Review and update contracts policies and procedures.
  • Track and shepherd subcontracts, teaming agreements, NDAs, leases, and other contracts between the subcontracts administrators of our partners and Cipher Tech legal.
  • Consult with USG auditors (DCAA and otherwise), legal counsel, and other outside consultants.
  • Performs other duties as assigned.

Required Skills/Abilities:

Must have held a US Government security clearance (Confidential, Secret, or Top Secret) within the past 10 years and be willing to have that clearance re-activated if necessary.

  • Must possess outstanding organizational skills and pay extreme attention to detail.
  • Must maintain availability to enter data for review and/or spotcheck payroll biweekly throughout the calendar year. (Bi-Weekly payroll)
  • Must be familiar with defense contract / subcontract management
  • Must be proficient with QuickBooks Online
  • Must be proficient with using technology to include VPNs, Remote Desktop, Outlook/Excel, secure computing practices, etc.
  • Must possess a fundamental understanding of DCAA accounting principles for costtype contracts.
  • Must possesses a fundamental understanding of how Defense and Intelligence ratebuildups work
