    SUMMARY

    Manages the general administrative activities of the Department. Develops and implements annual operating budget for the Office of the AGM. Provides oversight and direction in the development and monitoring of budgets for the respective Offices within the Department. Tracks and reports key performance measures and coordinates personnel related matters. Serves as liaison with core business units within the Authority, and with external organizations. Coordinates special events/meetings and may publish communications to heighten employee awareness. Assists the AGM with other activities and projects on behalf of the department. Performs work that affects the operations of assigned business unit to a substantial degree.

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    1. Manages daily administrative activities of the Department. Works with Department management staff to develop strategic business plans, goals, and objectives for the department. Establishes mechanisms to track, measure, and report performance; recommends policy, procedure, and process changes; and plans/conducts department meetings.
    2. Prepares/administers annual and long-range operating and capital budgets for the Office of the AGM. Establishes/maintains budgetary controls and tracking systems and identifies opportunities for cost savings. Approves all budget items, including transfers. Reviews and analyzes monthly financial statements, projects trends, and proposes methods for improvement.
    3. Provides oversight and ensures the validity of the development and monitoring of Office Budgets and their roll up into the Department budget.
    4. Handles all human resources related matters concerning employees within the Office of the AGM and provides oversight on personnel matters within the Department. Applies and provides advice and serves as department expert concerning human resources policies and procedures. Reviews, analyzes, and recommends proposed staffing/organizational changes, spearheads implementation of approved changes.
    5. Facilitates the development, analysis, and reporting of key performance measures. Ensures the link between performance measures and the Authority's strategic initiatives. Presents periodic reports to Department Management team.
    6. Develops/prepares presentations. May deliver presentations related to Department projects and activities. May develop publications to ensure communication within and outside the Department.
    7. Performs, coordinates or directs special projects or studies. Performs other related duties as assigned.
    SUPERVISORY RESPONSIBILITIES

    May supervise the activities of lower level administrative or clerical personnel.

    SAFETY RESPONSIBILITIES

    Follow the work practices and standard operating procedures for this position. Use and/or wear the appropriate equipment, protective devices or clothing that MARTA requires. Report health and safety concerns to supervisors and report any on-going/unresolved health and safety concerns to the Joint Health and Safety Committee (JHSC) co-chair, JHSC representative or safety representative.

    QUALIFICATIONS

    EDUCATION and/or EXPERIENCE

    Bachelor's degree in business administration, Public Administration, or a related field. Minimum of six years of progressively responsible professional experience in planning and administration, to include budget development and administration and coordination of human resources related activities. Highly effective planning, verbal, writing, analytical, and problem-solving skills are required. Transit system experience preferred. Advanced skills in personal computer applications required. Contract development and administration experience may be required. A Master's degree may be substituted for one year of required experience. In lieu of a degree, directly related experience may be substituted on a year for year basis

    LANGUAGE SKILLS

    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    MATHEMATICAL SKILLS

    Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

    REASONING ABILITY

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
