The City and County of Denver's Department of Transportation and Infrastructure (DOTI) is seeking a Senior Construction Project Controls Lead for the South Platte River and Tributaries project (SPRT), now known as the Waterway Resiliency (WATR) Program.
The WATR program is a long-term effort with the US Army Corps of Engineers, and partners Mile High Flood District, Colorado Water Conservation Board, and The Greenway Foundation.
The program will restore the ecosystem on 6.5 miles of the South Platte River beginning at 6th Avenue and extending north into Adams County adjacent to Riverside Cemetery.
Improvements on two tributaries, Weir Gulch and East Harvard Gulch are also planned to reduce flood risk to homes and businesses adjacent to these drainageways.
The improvements are described in the Final Integrated Feasibility Report and Environmental Impact Statement, which was published by the US Army Corps of Engineers in April 2019 (FEIS).
This position will be a critical leader within the WATR program management team and will build upon and continue to implement effective program management practices.
The Senior Construction Project Controls Lead will report directly to the Program Management Director.Although this position will mainly be working with the WATR Program and Project leadership teams, it will be housed in our Program Management Division (PMD) within the Department of Transportation.
Our Program Management Team support DOTI's capital delivery and other city-wide initiatives. This includes supporting DOTI program implementation managers deliver hundreds of individual projects. Our division also leads unique, DOTI-wide projects, policy development and initiatives as needed. Our group's two core functions are bringing Transparency and Performance & Program Quality and Standards to DOTI business. The Senior Construction Project Controls Lead will work closely with the Program Implementation Manager (PIM) as his/her Deputy PIM. Together, they will meet and/or exceed WATR program management needs, expectations, and goals.The PIM will be holistically responsible for successful program management while the Deputy PIM will focus primarily on program controls.
The successful candidate must be skilled in providing "cradle to grave" program controls leadership and will be responsible for providing comprehensive, proactive, and innovative solution focused partnering with integrated program teams.
Job responsibilities include:
This position is primarily responsible for leading the program controls function on one or more large and/or complex projects simultaneously and consistently.
Setup work breakdown structure, establish levels of control and detail, cost analysis and forecasting, progress measurement, and change control.
Lead the Earned Value Management process including but not limited to KPI calculation and tracking, variance reports, and development/assessment of recovery plans.
Coordinate integrated schedule development, maintenance, monitoring, and reporting. Monitoring key milestones and inter-project dependencies.Participate in discussions with designers, contractors, stakeholders, and other third-party entities to proactively identify project risks; and develop recommendations to mitigate the risks.
Participate in reviewing the contractor pay application, and consistency with the schedule, funding requirements, and other progress documents.Appropriately monitor program activities and KPIs to ensure compliance with contract documents; coordinate and support staff in a manner that maintains contractual boundaries; and lead standard operating procedures and process workflows.
Leading the recurring and ad-hoc reporting support requirements, the Senior Construction Project Controls Lead is responsible for: partnering with the managers, designers, contractors, inspectors, and other third-party entities to proactively identify, communicate and resolve scope, schedule, and budget variances; establishing a procedural framework for preparing, reporting, and reconciling variances, including developing and/or enhancing reporting procedures and tools.
Leading data validation before any external communication, actively participate in project report preparation activities.Lead the Project Controls Workgroup and Interface with management for specific program controls presentations.
Foster an atmosphere of innovation in order to challenge the organization to think creatively, especially as it relates to positive citizen and customer experience opportunities.
About You
Our ideal candidate will have the following skills:
Advanced knowledge of scope control, change management, and earned value methodology.
Demonstrated project controls experience managing the design and construction of large-scale, complex projects; including developing and managing a progress reporting methodology for a complicated program.
Direct experience developing systems and tools for complex projects and programs to successfully manage projects through initiation, planning, execution, monitoring and controlling, and closeout of the work.
Experience developing, forecasting, managing, and regular reporting of program and related project data, schedules, cost, and risk, which are utilized to guide organizational business decisions and deliver predictable, high-quality outcomes.
Must possess strong problem-solving/analytical skills and have a high level of attention to detail and commitment to work.Strong verbal and written communication skills to achieve positive outcomes in working with diverse groups of employees, stakeholders, political leaders, community leaders, public, and private entities.

One (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education.
