    Job Duties


    As a part of the Office of Financial Management, the General Accounting Manager provides guidance on general accounting matters to the agency's Business Managers, program managers and other fiscal staff.

    The General Accounting Manager supervises the VITA Accountant and Fixed Asset Accountant and reports to the agency's Deputy Director of General Accounting.

    The General Accounting Manager is responsible for a number of DOA year end schedule and ensuring the agency's policies and procedures are up-to-date in accordance with state and federal regulations.

    Performs advanced professional level work of considerable difficulty requiring the analysis/interpretation of fiscal data and the application of accounting theory and principles to serve as a financial analysis with agency wide implications


    Duties include:

    monitoring financial activity to ensure proper account classification with expenditures, revenue and cash transfers, identify misclassifications and prepare and send monthly corrective action request to business manager's, assist with explaining quarterly fluctuations as requested by DOA, prepare assigned year end schedules and approve all limited entries submitted to the Office of Financial Management for processing.

    May supervise fiscal professional(s) and support personnel.

    Minimum Qualifications

    Working knowledge of governmental accounting principles, policies, procedures and standards.
    Knowledge of state and federal grant financial management and reporting requirements. Ability to manage people and processes.
    Experience with the Commonwealth's Accounting and Reporting System (Cardinal) and PeopleSoft.
    Proficient in Excel, Access, and Word, with experience using database application.
