    General Statement of Job

    Under limited supervision, manages and coordinates specialty programs for the agency to include Independent Living Program/Fostering Futures (IL/FF), agency fund raising portfolio, food pantry operations, volunteer programs, and others that support the mission of the agency.

    Employee is responsible for the development and administration of related budgets including fulfilling all state, federal, and local reporting requirements, to include administration of two separate budget lines with state and federal reporting responsibilities; a life skills training program for IL/FF youth; monitoring of IL requirements for youth such as Transitional Living Plans, Skill Assessments and applications for grant funds; designing and administering annual and one-time fundraising activities and soliciting donations and grants to enhance human services programs and projects for the agency; and supervising volunteers, monitoring overall volunteer effectiveness, evaluating volunteer performance and promoting effective working relationships with other departments and outside agencies.

    Work involves event planning, performing case support, assessing client needs and strengths, coordinating delivery of and access to identified needed services, maintaining records, collecting/managing data, writing reports, making public presentations and preparing other documentation.

    Special Duties & Responsibilities

    • Prepares, monitors, and administers Independent Living and Fostering Futures budgets allocated to the local agency by the state. Conducts Independent Living/Fostering Futures programs that materially contribute to youth success in acquiring independent living skill sets that address cohort and youth specific skill gaps.
    • Serves as a resource to service staff in areas of policy, procedures and systems applicable to the conduction and delivery of Independent Living and Fostering Futures services and case management.
    • Organizes and engages in activities and events to raise funds or otherwise solicit and gather monetary donations or other gifts and support for services and programs for at-risk populations, crisis intervention, foster care, holiday assistance, etc.
    • Develops strategies to establish new funding streams or increase income from existing streams, monitoring fundraising progress and producing quality reports for internal and external stakeholders.
    • Manages agency food pantry inventory and operations to ensure an accessible and available on-site resource to meet immediate, short-term nutrition needs of public assistance applicants, current clients, or others identified by staff during the performance of their respective duties.
    • Formulates, recommends and implements plans for recruitment, advertisement and promotion of the volunteer program and recognizing volunteer services; develops and conducts campaigns, through speaking engagements, preparation of materials, or similar public efforts, to obtain volunteers or promote available volunteer services.
    • Builds, supports, and leverages partnerships with state and community stakeholders to advance the agency goals related to Independent Living/Fostering Futures, sustainable community giving, and volunteer utilization.
    • Prepares purchase orders and vendor invoices for payment per applicable policies and procedures; reviews for accuracy, makes applicable calculations, and researches discrepancies; codes invoices and forwards for supervisor authorization or payment as appropriate.
    • Uses computer software to complete various forms, reports, case records, service plans, needs assessments, provider compliance forms, applications, funding reports, charts, or other documents.
    • Maintains a comprehensive, current knowledge of applicable laws, regulations, policies, or other guidelines; reads professional literature; maintains professional affiliations; attends workshops and training sessions regarding changing laws and policies.
    • Conducts internal and external needs assessments of the agency to reassess agency needs or to assist other public and/or private groups in assessing needs of the community; pursues resource development within the community.
    • Applies general policy to specific case situations; researches policy as needed.
    • Operates a motor vehicle to conduct work activities.
    • Participates in the staffing of local emergency shelter when this facility is opened by the County to meet community needs.
    • Performs other related duties as required.
    Minimum Training & Experience

    Bachelor's Degree in Social Services, Sociology, Human Services, Psychology, or closely related field; supplemented by two (2) to three (3) years of previous experience and/or training that includes social services work, volunteer services, organization fundraising, or case management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

    Special Requirements
    Must possess and maintain a valid Virginia driver's license.
