    We are pleased to offer this exciting opportunity featuring various work schedules and telework options depending on operational needs

    Definition:

    Under general direction, plans, coordinates, evaluates, and supervises human and community services programs and program staff which provide a variety of direct services, community, and outreach programs to diverse populations/groups within the City, including services designed to address basic community needs such as food insecurity, homelessness, and support for survivors of domestic violence; fosters cooperative working relationships with various public, private, and community groups;

    coordinates program services and activities with City departments and external agencies; monitors program activities, policies, and procedures for compliance;


    coordinates and provides support to assigned commissions, boards, and committees; provides technical and specialized assistance to management staff; and performs related duties as assigned.

    Distinguishing Characteristics:


    This class exercises independent judgment on diverse and specialized community, recreation, and leisure programs with accountability and ongoing decision-making responsibilities associated with the work.

    Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff and for providing technical support to higher level supervisory and management staff in a variety of areas.

    Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

    Supervision Exercised and Received:

    Receives general direction from assigned supervisory or management personnel.

    Exercises direct supervision over program support staff.

    The essential functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.

    Plans, coordinates, implements, and reviews human services programs and supervises program staff providing services to diverse populations/groups within the City, such as food, homeless and housing services, and services to support survivors of domestic violence; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in staff selection and promotion.

    Coordinates and directs the day-to-day operations of varied human services programs; monitors the activities of the assigned work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.

    Serves as a primary contact and liaison to the public, management, and other stakeholders on program related matters; researches program needs and resolves issues; advises groups on and accounts for program activities; implements modifications as needed.

    Acts as meeting and/or committee secretary, including preparing and posting agendas and informational packets, scheduling, room set up, and taking and transcribing minutes for assigned commissions, boards, and committees; records, documents, and follows up on meeting action items.

    Plans and coordinates new and ongoing grant and funding activities and reports for administration and/or funding sources; evaluates and reports on program metrics and performance; makes recommendations for improvement and implements program changes.

    Builds relationships with service providers, community agencies, and program participants and other stakeholders; conducts site visits, focus groups, interviews, and reviews to enhance services and ensure program requirements and deliverables are met.

    Researches, organizes, and analyzes information and data from various sources on a variety of specialized topics related to programs in assigned area; directs the maintenance of and/or maintains accurate data, records, and files.

    Experience and Education Guidelines:


    A ny combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying.

    A typical way to obtain the knowledge and abilities would be:

    Education:


    Equivalent to an associate degree from an accredited college or university with major coursework in business or public administration, social work, social sciences or a related field, or a field closely related to the assigned program operations.

    Experience:

    Three (3) years of increasingly responsible experience administering or supporting and evaluating human and/or community services program operations.

    Licenses, certificates and other requirements:


    Possession and continued maintenance of a valid class "C" California driver's license if operating a motor vehicle is necessary to perform the essential functions of the position.
