    The Opportunity

    As the Data Administration Services Manager,

    you will work in the Information Technology Services Division at the Office of Financial Management (OFM).

    Reporting to the Chief Data Officer, this position supports the agency mission by directing, supporting, and coaching Data Administration and Database Solution Architect staff and initiatives, ensuring that the agency data program delivers desired outcomes and benefits.


    Specifically, this position resides in the Data Administration Services team and supervises staff that partner with all OFM operating divisions, as well as other state agencies, and the Legislature, by providing data architecture, database solutions architecture and data services in support of enterprise data management.

    for more information What will you be doing?

    Establish and set priorities for contractors and staff based on priority and the Chief Data Officer's direction.
    Act as escalation point to the Chief Data Officer for technical issues and problems within data administration services provided.

    Set strategic direction for data, database technology, data security and cloud data and ensure solutions follow agency technical standards, policies, and strategic direction.

    Provide strategic oversight of Data Administration Services impacted projects across multiple data services to evolve data solutions and technical capabilities to meet changing business needs while providing technical staff with appropriate resources to enable growth and provide highest quality support to the agency.

    Develop key procedure documents to ensure work follows industry best practice and is CISO and OCIO guidelines and policy.
    Approve architected data solutions and develops technology roadmaps for data support processes that have significant statewide or multi-agency impact.

    Design, develop, and implement solutions that integrate disparate technologies such as Microsoft .NET technologies, Transact SQL, SQL Server databases, Cloud, Software as a Service (SaaS), and/or Commercial of the Shelf (COTS) so that systems are compliant with agency and industry standards.

    Ensure application source code contains the appropriate level of documentation to support future maintenance, enhancement, and recovery.
    Integrate new data technologies with existing technology infrastructures (e.g., Proof-of-concept prototypes, agency pilot projects and other executive sponsored enterprise initiatives.)

    Architect, implement, and support the big picture view of OFM agency and Statewide Enterprise data and its relationships to itself and outlying systems.

    Manage, participate, and mentor staff in designing, creating, testing, and administering data solutions.
    Aligns data technology architecture, administration, and data cloud technologies according to the Enterprise Data Management Strategy.

    Respond to customer service inquiries to ensure customers are getting the maximum value of data and data technologies we support.


    Required:
    Bachelor's degree in Computer Science or related IT discipline.

    AND
    7 years in a Data Technology field.

    Note:
    Experience can replace education year for year.


    AND


    A minimum of 3 years' experience with modern data technologies and experience preparing, presenting, and explaining complex data platform designs for management and business.


    Desired:
    Ten years of experience engineering data management solutions for multi-agency or multi-organization systems
    3 years of supervisory or lead experience.
    Leadership skills and ability to communicate with both senior business management and highly technical IT resources.
    Proven ability to engineer complex information technology solutions and lead senior IT staff.
    Strong project management and business analysis skills.
    Experience utilizing the Data Management Book of Knowledge DAMA – DMBOK.
