    Transfer appointment:

    Current New York State Department of Health employee with permanent or contingent-permanent status as Laboratory Specialist 1(G18), Laboratory Specialist Trainee 1 (NS) or Laboratory Specialist Trainee 2 (NS), OR a New York State employee with one year or more of permanent or contingent-permanent service in a title at or above G11 and determined to be eligible for transfer to Laboratory Specialist 1 (G18), Laboratory Specialist Trainee 1(NS), or Laboratory Specialist Trainee 2 (NS) under Section 70.1 of the Civil Service Law.

    NY HELPS* appointment:
    To be eligible for a NY HELPS appointment, the candidate must have:

    Laboratory Specialist Trainee 1, G-NS:

    A bachelor's or higher degree in bacteriology, biochemistry, biological science, biology, chemical science, chemistry, environmental biology, environmental science, environmental studies, environmental toxicology, genetics, medical technology, microbiology, molecular biology, or natural science.


    Laboratory Specialist Trainee 2, G-NS:

    A bachelor's or higher degree in bacteriology, biochemistry, biological science, biology, chemical science, chemistry, environmental biology, environmental science, environmental studies, environmental toxicology, genetics, medical technology, microbiology, molecular biology, or natural science AND one year of experience using a variety of laboratory techniques and equipment; coordinating laboratory testing and research activities; and/or directing specialized laboratory programs.

    A master's degree in a related field can substitute for one year of experience; and a doctorate in a related field can substitute for two years of experience.


    Laboratory Specialist 1, G18:

    A bachelor's or higher degree in bacteriology, biochemistry, biological science, biology, chemical science, chemistry, environmental biology, environmental science, environmental studies, environmental toxicology, genetics, medical technology, microbiology, molecular biology, or natural science AND two years of experience using a variety of laboratory techniques and equipment; coordinating laboratory testing and research activities; and/or directing specialized laboratory programs.

    A master's degree in a related field can substitute for one year of experience; and a doctorate in a related field can substitute for two years of experience.


    Preferred Qualifications:

    A degree in chemistry, biochemistry, or related field; experience in a chemistry laboratory; knowledge of gas chromatography (GC) systems; and knowledge of various calibration techniques (i.e.

    internal standard calibration, external standard calibration, etc.).

    Duties Description Under direct supervision of a Research Scientist 2, the incumbent provides technical/scientific support to the Laboratory of Organic Analytical Chemistry's Gas Chromatography Air Laboratory


    Specific duties include:
    1) Sample Testing (50%)


    • Prepare samples and standards for analysis.
    • Analyze air quality samples by Gas Chromatography (GC) coupled with an electron capture detection (ECD) for volatile chemicals using a well-established Standard Operating Procedure (SOP).
    • Analyze other organic contaminants in environmental matrices following existing SOPs, as needed.
    • Collect/record experimental data; perform data processing for all analyses; maintain all required documentation to support analyses.
    2) Data Reporting/Record Keeping/Inventory (30%)


    • Report test results into the Center Laboratory Information Management System (CLIMS).
    • Perform all relevant test record keeping duties.
    • Review, revise, and draft SOPs as needed.
    • Participate in internal audits and corrective actions.
    • Order supplies as needed.

    3) Instrument Maintenance (10%):

    • Perform routine maintenance and record keeping on instruments and equipment used in the above analyses.
    • Troubleshoot analytical problems related to sample analysis and instrumentation.
    • Calibrate and validate support equipment at required frequencies and maintain records.
    4) Technical Assistance (10%)


    • Provides technical assistance and support to the laboratory's projects and method development.
    • Communicates test results, assists in preparing written documentation of testing procedures and observations, and assists with the preparation of reports.
    Additional Comments Dependent upon the initial assignment or subsequent reassignment of this position satisfactory background checks may be required.

    Additionally, exposure to potentially hazardous substances may be involved with this position; the selected candidate may be required to wear personal protective clothing and equipment, and may undergo pre-employment and/or periodic health evaluations and receive specific immunizations.

    • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.


    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

    Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

    While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
