    Job description

    This is a great opportunity to be part of a developing team We are looking for a well-rounded HR Generalist with strong organizational skills, a good feel for local government human resources issues, and who is willing to roll up their sleeves to help create great services for our staff and the public. We are integrating new technology, systems, and processes and will be moving into a newly designed department space by mid-year.

    Job expectations

    Under general supervision, this position performs duties related to creating a positive employee experience. This includes but is not limited to ensuring responsive and professional service associated with recruiting, personnel record-keeping, ongoing administrative, billing, and compensation duties. This position supports the Human Resources Director.

    The essential functions of the position include, but are not limited to the following:
    • Represent the city and organization professionally and in alignment with city values and employee credo.
    • Assist with employee hiring and onboarding. Coordinates with hiring managers to recruit new talent
    • Assist with job description updates, job analysis, classification systems, and recommends revisions as needed
    • Ability to leverage technology to streamline processes
    • Assist with the coordination of the city insurance and risk management programs
    • Assist Human Resources Director in personnel, compensation, and benefit programs
    • Assist with filing First Reports of Injury, maintaining work related injury records, and preparing OSHA reports
    • Knowledge of personnel policies and procedures, labor contracts, and emerging trends to improve the employee experience
    • Oversee city drug and alcohol policies and testing programs
    • Assist with employee training, recognition, and appreciation events
    • Keeps abreast of applicable state and federal laws and regulations, recommends action necessary for compliance.
    • Administer and track family and medical leave (FMLA) requests.
    • Provide updates to Human Resources Director on department matters.
    • Ability to maintain confidentiality and professionalism
    • Represent the city in a courteous, responsive, and professional manner in all interactions
    • Performs other duties as assigned
    Minimum qualifications

    To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience and training required.

    Education
    • Bachelors degree in Public Administration, Business Administration, Human Resources, Organizational Development or related field
    Experience
    • Two (2) years' experience in Personnel or Human Resource Administration
    Trainings, Certificates, and Licenses
    • Obtain SHRM-CP certification within three (3) years of employment
    Desired qualifications

    The requirements listed below are representative of the formal education, experience and training preferred in order to exceptionally perform all of the functions of this position.

    Education
    • Master's degree in Public Administration, Business Administration, Human Resources, Organizational Development or related field
    Experience
    • Four (4) years' experience in Public Sector Personnel or Human Resources
    Trainings, Certificates, and Licenses
    • PMA, SPHR, CLRP, SHRM or Similar Organizational Certification

    The City of Oakdale offers a comprehensive benefits package to full-time employees including health care, dental, vision, retirement, deferred compensation plans, flexible spending accounts, life insurance, short and long-term disability, holidays, and paid-time off.

    Part-time employees who are employed on a schedule of more than twenty hours per week receive benefits on a pro-rated basis.
    • Medical: Medica (three plan options) - The City pays 100% of the premiums for single coverage and up to 80% of family coverage (depending on the plan you select), as well as H.S.A. contributions in accordance with City policy.
    • Dental: Mutual of Omaha - The City pays 100% of premium for all tiers of dental coverage.
    • Life insurance: Mutual of Omaha -The City provides $50,000 of life insurance coverage for management team. Additional coverage may be purchased if you choose to do so.
    • Short-Term Disability: Mutual of Omaha - The City offers pays the premium for this coverage which provides for up to 66.67% of your normal weekly pay, up to $400 for up to 12 weeks and is payable on the 8th day of disability.
    • Long-Term Disability: Mutual of Omaha - The City offers pays the premium for this coverage which provides for up to 60% of your normal monthly pay, up to $3,000 per month and starts on the 90th day of disability.
    • Additional benefits: including voluntary vision, accident, hospital indemnity, Flexible and Dependent Care Spending Accounts, 457 Deferred Compensation, and others are also available.
    • Paid Time Off: generous paid time off
    • Paid Holidays: The City provides 12 named paid holidays
    • Floating Holiday: The City provides one floating holiday
