    The State of Connecticut, Department of Public Health is hiring

    The State of Connecticut, Department of Public Health (DPH) is seeking a qualified individual to join our team as a Public Health Branch Chief.

    This is an exciting and dynamic leadership position which oversees the Healthcare Quality and Safety Branch (HQSB).

    The Mission of the Department of Public Health (DPH) is to protect and improve the health and safety of the people of Connecticut by:Assuring the conditions in which people can be healthyPreventing disease, injury, and disabilityPromoting the equal enjoyment of the highest attainable standard of health, which is a human right and a priority of the state.

    DPH accomplishes this through the implementation of its Strategic Plan which outlines the actions that DPH is taking to accomplish its Mission.

    The HQSB is a branch of the Connecticut Department of Public Health which includes the Facility Licensing and Investigations Section, Practitioner Licensing and Investigations Section and the Office of Emergency Medical Services and provides oversight for all of healthcare licensing and investigations, including, but not limited to more than 1,800 facilities and nearly a quarter-million health practitioners and Emergency Medical Services (EMS) professionals.

    The (HQSB) plays an integral role in ensuring safe and quality healthcare, as well as ensuring a safe and competent workforce for Connecticut's consumers.

    The HQSB participated in critical activities during COVID-19 and continues to monitor infection control activities as it relates to licensed healthcare facilities and licensed practitioners.

    In the Department of Public Health this class is accountable for administering the programs and operations of a branch of significant size, scope and/or accountability for statewide initiatives.

    EXAMPLES OF DUTIESAdministers staff and operations of a branch;Develops, implements and evaluates branch policies, goals and objectives;Designs and develops branch programs and activities;Implements new procedures and procedural revisions;Determines appropriate staffing levels and directs management and coordination of staff;Designs and implements performance review standards for branch staff;Prepares branch budget;Maintains contacts with individuals within and outside of branch who might impact policy or program activities;Maintains continual intra-agency communication and cross-branch collaboration;Determines quality assurance standards;Advises Commissioner as to trends in health promotion, health delivery and health professional regulations through use of reports;Testifies at legislative hearings, public hearings and in court;Acts as a duty officer in department and responds to emergencies during non-working hours;Speaks to professional and lay groups;Leads the recruitment and hiring of staff, including outreach, interview and selection;May be designated during a public health emergency to manage a variety of agency programs and operations within structure of the Incident Command System;Performs related duties as required.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Two (2) years of experience in a managerial or administrative capacity in an organization having programmatic and/or regulatory responsibilities for promoting or protecting public health.

    PREFERRED QUALIFICATIONSExperience managing a large or complex operation responsible for healthcare regulation and enforcement.
    Experience building multi-sector coalitions and consensus among stakeholders with varied priorities/perspectives.
    Experience with developing, implementing and evaluating healthcare policy, laws, regulations and licensure procedures.

    Experience evaluating healthcare trends and setting policy and organizational direction to address those trends and enhance public health and safety.

    Experience leading and managing public health response to emergent or crisis situations.
    Experience managing large (multi-million dollar) budgets.
    SPECIAL REQUIREMENTSIncumbents in this class may be required to periodically undergo tests or immunizations for communicable or infectious diseases.
    Incumbents in this class may be required to undergo and successfully complete security background checks.
    Incumbents in this class may be required to travel.
