    The Office of Research Support and Compliance (ORSC) at The University of Texas at Austin functions to ensure that all research conducted at the University is in compliance with applicable laws, regulations, and University policies.

    The ORSC educates and supports the University research community with regulatory guidance concerning human subjects research (Institutional Review Board), animal research (Institutional Animal Care and Use Committee), use of biohazardous agents and use of recombinant or synthetic nucleic acids (Institutional Biosafety Committee), financial conflict of interest in research (FCOI), research security and export controls, and research integrity education.

    The Office of Research Support and Compliance is within the Office of the Vice President for Research, Scholarship, and Creative Endeavors.

    Purpose


    The Export Control Officer serves as the Empowered Official and point person for all internal and external inquiries regarding export compliance.

    The incumbent will manage export staff and provide leadership related to program enhancement, implementation and management/maintenance.

    The Export Control Officer is expected to advise on regulatory requirements; provide input to faculty and administration for handling complicated export control situations; and lead and coordinate institutional-wide initiatives to understand and apply the federal export control laws and regulations to a wide variety of activities throughout the institution, including research and non-research-related activities that have implications for campus operations.

    Key initiatives of the Export Control Officer will be to increase awareness, enhance training, and ensure ongoing institutional compliance. This position reports to the Associate Vice President for Research and Director, Office of Research Support and Compliance
    Responsibilities

    Manage Operations of the Export Control Program

    Serves as a liaison across institutional units and departments to review and assess research and non-research related activities that may have export control implications such as sponsored research agreements, international agreements, material transfer agreements, nondisclosure agreements, purchase orders, fieldwork, international shipping, international travel, and international and visiting scholar appointments.


    Interfaces with faculty, staff, and students to ensure compliance with all applicable export controls laws and regulations, embargoes, and sanctions.

    Performs technology evaluations necessary to make final determinations whether an export license is needed.

    Develops, reviews, and approves technology control plans and monitors ongoing compliance.


    Prepares and files export license applications primarily with the US Department of State, Department of Defense Trade Controls; and US Department of Commerce, Bureau of Industry and Security; and the US Department of Treasury.

    Submits commodity classification requests, commodity jurisdiction requests, requests for advisory opinions, or public comments to government agencies.

    Provides Leadership to the Export Compliance Program
    Establishes strategic goals and objectives for the export program.

    Continuallyassess and implements program processes and policies for ongoing compliance, efficiency, and optimal community support.

    Prepares statistical data and reports of mitigated risks, screening results, and other metrics to facilitate program assessment and evaluation.


    Monitors and interprets new or revised federal regulations related to export controls compliance, establish programmatic goals and objectives to ensure ongoing compliance with export regulations.

    Serves as a point of contact with federal agencies.

    Actively participates in professional organizations and groups related to export compliance.

    Conducts Outreach and Education
    Implements a compliant and consistent training and education program to ensure stakeholders are well-informed of export compliance obligations.

    Monitors compliance with educational requirements.


    Develops and delivers a wide variety ofexport control educational and training materials, tailored for different audiences across campus, including faculty, staff, and students.

    Conducts educational and training sessions for various constituencies.

    Maintains web site focused on export control education and compliance.

    Contributes content for periodic newsletter updates.

    Supervise Staff
    Supervises export control specialist position(s), providing training, guidance, and mentorship.

    Conducts regular evaluations and provide consistent opportunities for feedback.

    Manages Export Program Records and Data Management System(s)

    Maintains accurate and thorough records of export related activities and review in accordance with state record keeping requirements and to demonstrate compliance.

    Participates in development and ongoing maintenance of export related record keeping database/management systems.

    Other related functions as assigned.

    Required Qualifications

    Bachelor's degree in a relevant field.

    5+ years of export compliance related experience.


    Strong knowledge of the EAR, OFAC and ITAR, in addition to databases and electronic systems required to implement regulations (e.g., Visual Compliance, DS-4076 CJ Determination Form, SNAP-R, D-Trade).


    Demonstrated leadership skills and abilities consistent with managing a robust program serving a wide variety of constituents in a large organization.

    High level of initiative with the ability to perform work with limited supervision.

    Strong project management skills.

    Excellent presentation skills.

    Excellent interpersonal, oral and written communication

    Relevant education and experience may be substituted as appropriate.
    Preferred Qualifications

    Juris Doctor (JD) or an advanced degree (Master's or PhD) in a scientific or engineering field.

    Export Compliance Professional certification.

    Experience in a university setting.

    Salary Range

    $100,000 + depending on qualifications.
