    Duties and Responsibilities

    1. *Responsible for providing a wide range of grant development and support for faculty and principal investigators (PIs) for the College of Social Sciences (CSS).
    2. *Works with faculty and the administration in identifying funding sources, and in developing and submitting grant proposals to local, state, and federal agencies, foundations, and other funding sources.
    3. *Manages and coordinates all phases of the proposal preparation process, including but not limited to identifying and engaging sub-contractors and consultants, drafting budgets and budget justifications, drafting and securing letters of support, applying for Institutional Review Board (IRB) approval, arranging and coordinating project meetings, and completing other required documents.
    4. *Provides advice and guidance to faculty/PIs and administrators regarding strategies, wording and organization of the proposal narrative, potential collaborators, etc., to increase the competitiveness of the proposal. Assists in editing proposal narratives, as needed.
    5. *Coordinates and facilitates strategic development of large proposals (multi-year, multiinvestigator, and/or multi-entity). Works with faculty/PIs and partners to ensure compliance with sponsor agency requirements.
    6. *Develops and maintains networks and relationships with funding agencies, UH System offices, and other internal and external entities.
    7. *Serves as a liaison between CSS faculty/PIs and UH Office of Research Services (ORS) to ensure compliance, resolve problems, and clarify policies and procedures.
    8. *Keeps abreast of funding trends, policies, and guidelines; updates faculty/PIs on changes in federal, state, local, or university extramural rules and regulations.
    9. *Analyzes funding agency Requests for Applications (RFAs), identifies requirements, and makes recommendations to ensure compliant responses.
    10. *Reviews materials related to RFAs, other solicitation guidelines, and university policies to assure that technical (non-scientific) and accounting elements meet agency requirements, the budgets align with statements of work, the costs are allowable under the Office of Management and Budget's (OMB) Uniform Guidance and other applicable policies, and cost sharing commitments are attainable and have been approved by department heads and administrators.
    11. *Advises and resolves issues/problems between internal and external entities involved in the proposal development and submission process.
    12. *Builds and maintains a library of resources on grants and contracts. Creates proposal development documents and establishes internal submission timelines to facilitate accuracy and timeliness of the proposal submission process and to meet university and agency deadlines.
    13. *Conducts workshops and training on grant development for faculty, graduate students, staff, and administrators.
    14. *Generates reports for SSRI/college administration, including statistics on grant submittals and awards.
    15. *Provides supervision for staff in the CSS Grants Development Office.
    16. Conducts post-award transactions, functions, and activities as needed.
    17. Other related duties as assigned.

    Minimum Qualifications

    1. Possession of a baccalaureate degree in business administration, social sciences, or related field and 3 years of progressively responsible professional experience with responsibilities for grant proposal development and/or extramural grant management and administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
    2. Considerable working knowledge of principles, practices and techniques in the area of contracts and grants management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
    3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with extramural grant funding.
    4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
    5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
    6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
    7. Demonstrated ability to operate a personal computer, apply word processing software, and spreadsheet software.
    8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
    9. Knowledge of federal, state, private, and local funding sources and opportunities.
    10. Proficiency in database management.
    11. Demonstrated ability to work independently in planning and organizing assigned activities.
    12. Ability to work collaboratively and effectively with faculty, staff, graduate students, administrators, and scientific teams.
    13. Demonstrated ability to follow oral and written instructions.

    Desirable Qualifications

    1. Masters degree or higher in business administration, social sciences or related field.
    2. Knowledge of university, state, and federal rules and regulations in procurement, hiring, report preparation, and similar transactions.
    3. Experience with National Institute of Health (NIH) and National Science Foundation (NSF) grant databases and submission processes.
    4. Working knowledge of KFS, myGRANT, and/or RCUH financial system.
    5. Working knowledge of UH and RCUH policies and procedures.
