    The role of the GIS/Data Specialist is to work in partnership with government entities to identify, design, and manage a variety of recovery and mitigation projects funded through FEMA Public Assistance and Hazard Mitigation Assistance programs as well as HUD CDBG-DR and CDBG-MIT grants.

    This role will focus on recovery as well as mitigation projects' data and systems management and ArcGIS/mapping.

    If not a current resident of Hawaii, the ideal candidate must be able to deploy within 24 to 72 hours of assignment.

    Some travel may be required in order to work with grantees on site and to provide training. The amount of travel and locations will vary based upon client/TA recipient needs.


    Job Duties and Responsibilities:
    Provide project management oversight in partnership with client and work effectively as part of a team to provide expert services related to disaster recovery and mitigation projects funded by FEMA and HUD


    Specific duties may include:


    Provide advisory and consulting services to client related to project start-up and planning activities in addition to other implementation measures and eligible recovery activities specified under both FEMA and HUD for disaster recovery and mitigation projects.


    Contribute to efforts to compile information and submit applications for a variety of funding sources including FEMA (PA, HMGP, BRIC and FMA grants) or HUD (CDBG-DR/CDBG-MIT), with a focus on GIS mapping and data analysis.


    Perform GIS analysis to develop client focused analytical models, data products, and dashboards that integrate large quantities of complex data and provide context and insights relevant to mission objectives.


    Provide GIS entry and recordkeeping and mapping for projects statewide, as well as an interactive dashboard for reporting on and public viewing of projects.

    Provide web content creation and editing.


    Perform extensive data profiling and analysis based on a client's spatial and non-spatial data and manage data using geodatabases and relational database tools as required by client.

    Perform other duties as assigned.

    Proficient in MS Office Suite

    Proficiency with database programming languages including SQL,or Python as well as front-end design languages including HTML, CSS, or JavaScript

    Ability to analyze data in Microsoft Office Excel and other data modeling tools.

    Excellent client relations and an understanding of local, state, and federal government structure


    Required Education and Experience:
    Bachelor's degree in Planning, Engineering, Architecture, Business Administration, Accounting, Public Policy/Administration or related field

    3+ years in federal, state, or local program/project management with a focus on infrastructure, community development, disaster recovery, housing, or emergency management activities

    Education/training in computer science, geography, surveying, engineering, or related fields

    Experience working with federal grant-funded programs including HUD CDBG, CDBG-DR, CDBG-MIT

    Should possess at least one year related/similar experience.

    Experience with ArcGIS and other mapping tools.


    Desired Education and Experience:
    Experience working with federal grant reporting systems (IDIS, DRGR, etc.) is a plus.

    Proficiency in data management tools such as PowerBI

    Prefer experience with ESRI, HAZUS, NFIP and other mitigation and mapping resources.

    Local hire preferred.
