    Nature of Work

    Under the direction of the Office on Aging Administrator, this position is responsible for the supervision and management of senior services programs and the staff that implement those programs in support of older adults and their caregivers. This position is responsible for the management of various state and federally funded programs which includes direct supervision of associated staff, data collection, completion of reports, representing the agency and programs at state meetings and assisting the other management professionals within the agency to provide critical services to older adults in the community. This position is responsible for the research and completion of grant applications, establishing and implementing approved programs, and for developing and maintaining strong partnerships with state and community partners. This employee supervises a team of case managers, the Long-Term Care Ombudsman directly, and may indirectly supervise other support staff.

    Examples of Duties

    (The following examples illustrate the work performed in the positions in the class. A position may require duties not listed, if necessary, to accomplish the work of the department.)
    1. Manages and supervises the Senior Care, National Family Caregiver Supports Program and Outreach Programs as well as staff who perform triage functions.
    2. Manages the Long-Term Care Ombudsman staff in support of resident's rights in Long Term Care Facilities.
    3. Approves plans of service and requests for assistance.
    4. Coordinates with fiscal staff to ensure program operates within its available funding.
    5. Coordinates with and maintains strong, effective working relationships with community partners.
    6. Supervises a staff of caseworkers and counselors assigned to support the carrying out of the above programs. Sets priorities, delegates assignments, trains and evaluates staff.
    7. Maintains record keeping system for purpose of preparing statistical and narrative report for federal and state programs.
    8. Represents the above programs and the agency as needed at state and local meetings.
    Minimum Qualification Requirements

    KNOWLEDGE, SKILLS AND ABILITIES:
    -Thorough knowledge of case management practices, planning and providing programs for older adults

    -Thorough knowledge of research methods and data analysis.

    -Proven experience managing a team of employees performing case management or similar functions.

    -An ability to communicate clearly, both orally and in writing.

    -An ability to work tactfully and effectively with the public, particularly with seniors and/or persons living with disabilities.

    -A proven ability to plan, conduct, and evaluate programs that function for older adults.

    -An ability to work effectively with older adults, volunteers, professionals, and the public.

    -Requires the ability to drive a motor vehicle to visit clients, attend meetings and liaison with other agencies

    -Must have the ability to climb stairs, walk, lift and/or move objects of light weight. Must be comfortable working in both indoor and outdoor conditions.

    EDUCATION:
    Bachelor's degree in social work, Psychology, Gerontology, Nursing, Education, or a related field.

    EXPERIENCE:
    Six (6) years' experience in social work, counseling, adult education, or a field closely related to the functions of the department. Supervisory experience preferred.

    LICENSE:
    Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Please be advised this position requires a valid driver's license. Your application will not be considered if you fail to include the full driver's license number on the electronic application.

    SAFETY:
    Must comply with all Federal (OSHA), and State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manuals as required for this position.

    ANNUAL LEAVE - Begin accruing first day of employment and cannot be taken until successful completion of probationary period, EXCESS of 40 DAYS (320 hours) will be deposited into an 106 Premium Reimbursement Account.

    4 years - 9 years 1 1⁄4 days per month (15 days per year)
    10 years - 15 years 1 3⁄4 days per month (21 days per year)
    Over 15 years 2 days per month (24 days per year)

    SICK LEAVE - Begin accruing first day of employment (UMLIMITED ACCUMULATION)

    1 day is allowed after first month of employment
    1 1⁄4 days per month accumulation

    PERSONAL LEAVE - For new employees, personal leave is prorated according to schedule below, for the first year only. Any employee on board as of December 31st of each year automatically receives 8 days as of January 1st the following year. (NOTE: Personal Leave may not be taken until successful completion of probationary period; personal leave will be lost if not taken before December 31st of each year.)

    CIVIL LEAVE - No loss in pay while serving Jury Duty.

    RETIREMENT - State Pension System (7% employee contribution)

    COUNTYFLEX - Provides the employee with a range of health care and other employee benefit options which gives employee the opportunity to design a benefit plan that best meets the employee's needs. Employee may use available credits to purchase the following:

    RETIREE HEALTH CARE INSURANCE BENEFITS-
    Employees hired on or after 7/1/2010 will have an automatic Retirement Health Savings account made available as the primary retiree healthcare benefit. This 105(h) Universal Reimbursement Account will only be able to be accessed upon separation of service and/or retirement whichever applicable. These accounts are employer funded, tax free, & portable with 20 different Nationwide investment options.
    These funds are solely for the use of offsetting your premium health care cost, prescriptions, co-pays and deductibles. Upon death funds are made available immediately to the surviving spouse or qualified dependents (as defined by the IRC 152 (a).
