    Closing Date: 5/9/2024 5:00 PM EasternNature of Work The Infrastructure Support Supervisor oversees the activities of three shifts, 24 hours a day, seven days a week, 365 days a year, and is considered the City of Miami Beach hotline.

    The Support Center functions include monitoring the City of Miami Beach's water, wastewater, stormwater, streets, and street lighting systems; responding to emergencies and alarms; dispatching field staff; controlling the water system pumping, storage, and pressures; and providing after-hours support and dispatching for several non-utility City of Miami Beach departments.

    This classification aims to perform expert-level skilled work, primarily resident supporter and field duties.

    This is responsibly advanced, technical, supervisory, and semi-skilled work in monitoring, operation, routine maintenance, cleaning, and minor repair of water, stormwater, sewer, and control equipment, installations, and facilities in the City's Public Works Department.

    Employees in this classification ensure safe working conditions, maintain water flow, and test the water supply.

    The emphasis of work is the monitoring and adjusting pressures and flows through the operation of manual and electrical controls, maintenance of equipment and facilities, and minor or emergency repairs, generally in the support center or individual pumping station.

    This position reports to the Operations Supervisor and Management. Illustrative Examples of Essential Duties The following duties are typical for this position.

    Oversee the operation of the water supply and distribution system using the Supervisory Control and Data Acquisition (SCADA) system, which includes real-time monitoring, historical data gathering, alarming, and generating a variety of reports for managementOversee the operation of the Support Center to ensure customer service goals are maintained; Create, monitor, and follow up on the progress of all City-asset-related service requests as instructed by managementEvaluate Support Center activities and provide recommendations for improvements and modifications to existing methods and processesSchedules, manages, and tracks day-to-day system water usage to meet the yearly water usage goals; ensure work conforms to local, state, and federal governmental regulations and other applicable rules and requirements.

    Monitor the CCTV security system for PW FacilitiesPrepare and complete Support Center policies and procedures Serve as a primary point of contact or liaison between the Infrastructure Support Operator, Management, Emergency Management, and other internal and external City stakeholdersMaintain employee daily vehicle key logbookMaintains and produces accurate reports of Submersible Sewer Station Hourly Readings and Variable Frequency Drive (VFDs) on a daily/ weekly/ monthly basis and provides Management for Management's submittal of Elapsed Time Filings to the Department of Environmental Resources Management (DERM)Maintains and produces an accurate report to Management for Management's submittal of Fats, Oils, and Grease (FOG) report to DERM Plans, supervises and participates in the work of crews involved in the operation, monitoring, installation, construction, inspection, maintenance, repair, overall cleaning, and general care of all utility systems and flow control devices.

    Trains and evaluates the work of skilled, semi-skilled, and unskilled workers.
    Responds to emergencies on a 24-hour basis.

    Performs or assists subordinates in performing unusual or highly technical work, responding to unique or difficult situations, and resolving problems.

    Establishes and enforces safety standards and safe operating procedures.
    Prepares, maintains, and evaluates employee and equipment operations, performance records, and reports.

    Completes research, participates in training, and maintains contacts to remain informed on current developments, programs, regulations, and procedures in assignments; incorporates such information into training.

    Works in conjunction with design, inspection, technical personnel, regulatory, and other agencies to ensure compliance with required laws, regulations, standards, guidelines, and procedures.

    Inventories, evaluates and makes detailed recommendations for modifying or purchasing necessary parts, supplies, materials, services, and equipment and maintains stock as directed.

    Assists in other major Public Works projects outside of typical areas of responsibility.
    Locate utilities when required.
    Maintain pump stations water storage tanks and instruct others in the operation and maintenance procedures.

    Performs chemical tests involving chlorine residuals water quality testing sampling, conducts leak surveys, and trains others in correct methods of leak surveying.

    Read and understand area maps; locate lines; instruct others in using maps and line location procedures for other utilities and agencies.

    Monitors work site to ensure safe working procedures are followed.
    Fills reservoirs and maintains levelsPerforms water turn-ons and turn-offs as directedReceives, logs, and processes citizen complaintsInvestigates and evaluates indications and complaints of water, stormwater, and sewer line stoppages, leaks, and breaks; pump station and system malfunctions and failures; and other interruptions of service; and takes appropriate actionAssesses the need for maintenance and repair of various components of the systems and facilities; calls in emergency repair crews when appropriateConducts regular inspections of equipment and structures and reports on conditions and performanceConducts routine maintenance, including, but not limited to, lubricating, cleaning, and adjusting all types of pumping-related equipmentCleans and maintains Control Room, vehicle, and related facilities; performs minor or emergency repairsPrepares and maintains detailed records and reportsPerforms related work as required Minimum Requirements

    • Must possess a High School Diploma, General Equivalency Diploma, or a recognized equivalent certificate.
    • Must have at least one (1) year of supervisory experience in an Infrastructure Support Center or Control Room work environment or at least two (2) years of lead experience.
    • Must possess/obtain a Level 3 FWPCOA Certificate in Utilities Maintenance within 12 months of hire.
    • Five (5) years of experience in utilities and pumping equipment maintenance, repair, and installation, including mechanical, electrical, and telecommunications equipment.
    • Must possess NIMS 100, 200, 700, and 800 Certifications.
    • Must possess/obtain Level "B" Stormwater or Wastewater Technician Certification within 12 months of hire.
    • Must possess/obtain Advanced MOT within 12 months of hire.
    • Must possess/obtain and maintain an FDEP Class 1 distribution license or a minimum Florida Class "C" WTPO license or higher within 18 months of hire.
    • Shift work includes nights, weekends, and holidays.
    • Must be available for overtime, which includes nights, weekends, and holidays
