This position is responsible for managing Dakota 911's training program, including new employee training and continuing education.

Minimum Qualifications

Minimum 2 years of 911 supervisory experience

Minimum 2 years of Public safety CTO experience
Must possess or be willing to obtain the required certifications for the public safety telecommunicator position.

o MN BCA Hot Files Certificationo International Academies of Emergency Dispatch (IAED) Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD)* Experience supervising/managing a 911 emergency communications center training program.

DESIRABLE QUALIFICATION:

Bachelor's degree in communications, public safety, project/program management, instructional design, or related field.

Duties & Responsibilities

Research, develop and implement the training program and all training materials.

Monitor the effectiveness of the training program and adapt training strategies in support of organizational goals.
Oversees the day-to-day instruction of trainees and makes recommendations regarding the status of trainees and their progression through the program.
Ensure training standards and requirements are met.
Work with the supervisory team to identify team training needs.
Design, plan, coordinate, and document continuing education for public safety telecommunicators and supervisors.
Instruct personnel on various topics, including department procedures, best practices, equipment use, customer service, and other areas of knowledge as needed.
Recruit, select, and develop communications training officers.
Assist management in the recruitment and selection of public safety telecommunicators.
Plan, develop, and make budgetary recommendations related to the training program.
Assist with supervisory and leadership duties as required.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:

This position has direct supervision over trainees, communications training officers, public safety telecommunicators, and public safety telecommunications supervisors when performing in a training capacity.

Knowledge, Skills & Abilities and Work Environment

Knowledge and ability to understand, interpret, and apply varying federal/state/other agency regulations and policies that require departmental compliance.

Knowledge of best practices for public safety telecommunicators, at the local and national level.
Knowledge of law enforcement and fire/EMS dispatch protocols.
Knowledge of computer-aided dispatch systems.
Knowledge of emergency communications equipment operation.
Knowledge of NCIC and MN BCA standards and regulations.
Knowledge of research and analysis methods and techniques.
Knowledge of adult learning principles, including learning styles, instruction design, and curriculum development.
Excellent interpersonal skills and the ability to operate in a stressful environment.
A level of computer literacy sufficient to actively participate in planning and developing sophisticated public safety communications systems.
Ability to effectively communicate both orally and in writing.
Ability to present to groups of people.
Skilled in organizational principles.
Skilled in creative thinking and problem-solving.
Skilled in personnel management.
Skilled in the development of policies and procedures.
