    Duties


    • Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget.
    • Oversee POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
    • Responsible for the analysis and evaluation of programs as they affect assigned equipment.
    • Perform the full range of administrative and technical supervisory duties.
    • Maintain continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities

    • This is an Army Acquisition, Logistics and Technology Workforce position.
    • Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Program Management within 60 months of entrance on duty.
    • Business travel is required 50% of the time.
    • One-year supervisory probationary period may be required.
    • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
    • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
    • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
    • This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement
    Must sign DD Form 2889 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement

    Specialized Experience:
    One year of specialized experience is defined as: 1) Developing project management policies, planning, requirements and direction within an acquisition program; 2) Participating in analysis of the programs budget, cost and mission requirements; 3) Overseeing project responsibilities such as development, acquisition, testing, cyber security, life cycle support, resources management, contracting, scheduling, personnel and facilities; and 4) Overseeing and/or managing Risk Management Framework and Configuration Management activities to secure or maintain an Authorization-to-Operate
    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13)
    Education Some federal jobs allow you to substitute your education for the required experience in order to qualify
    For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted

    Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers
    Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades
    For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades
    Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
