    PRIMARY PURPOSE Responsible for managing programs which may include grant development and implementation, staffing, budget and coordination of community agency services and educational activities depending on assigned area.

    MINIMUMS SPECIFICATIONS

    Education - Must have a master's degree in social work or a Health Services field. - VIP/Rape Crisis Only: - Must have a master's degree in social work or counseling. - HIV Only: - Bachelor's degree in social work or counseling. - SPARKS Only: - Must have a bachelor's degree in nursing, Behavioral Health, Social Sciences, Religious Studies or a related field of study from an accredited college or university. - Master's degree in nursing, Behavioral Health, Social Sciences, Religious Studies or a related field of study from an accredited college or university is preferred. - Community Programs - Must have a master's degree in social work, Public Health, or a related Health Services field. - Post-Acute Services - cost center # Nursing Home Admin) - Must have a master's degree in public health or related Health Services field.

    Experience - Must have three years of related experience including one year of management experience. - VIP/Rape Crisis Only: - Must have at least three years of counseling experience and one year of management experience. - HIV Only: - Three (3+) years' experience with State and/or Federal grants administration and program/project management, preferably with the Ryan White Program. - Preferred three (3+) years' experience working with PLWHA (People Living with HIV/AIDS) - Preferred three (3+) years' experience with HIV/AIDS education - Prefer three (3) years of experience working in an urban healthcare system. - SPARKS Only: - Three (3+) years of clinical experience working with healthcare staff and interdisciplinary healthcare teams in an acute care setting. - Three (3+) years of working in a staff support capacity. - Three (3+) years of leading peer support type group or similar is required. - Three (3+) years of experience in leading groups is required. - Three (3+) years of management is preferred. - Community Programs - Must have three (3+) years of related experience to include two years of management experience. - Post-Acute Services - cost center # Nursing Home Admin) - Must have three years of related experience in post-acute and/or long-term care services, and one year of management experience.

    Equivalent Education and/or Experience - May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.

    Certification/Registration/Licensure - VIP/Rape Crisis Only: - Must be licensed by the Texas State Board of Social Worker Examiners as LMSW or LCSW, or by Texas State Board of Examiners of Professional Counselors as an LPC.

    Skills or Special Abilities - Must have excellent written and oral communication skills. - Must have good leadership skills. - Must work in a highly organized manner with the ability to attend to details that encapsulate understanding of the bigger picture. - Must have Personal Computer skills. Must be able to demonstrate skill in using Microsoft Office Word and Excel software. - Demonstrates a working knowledge of PC operations and the ability to use word processing and spreadsheet software in a Windows environment. - Must demonstrate good time management, budget, and personnel management ability in a grant-funded environment. - Must have knowledge of community resources and services of benefit to target population. - Must demonstrate patient centered/patient valued behaviors. - Must be able to perform consistently and positively in a high stress environment. - Must demonstrate the ability to work collaboratively with various departments across the organization to ensure effective execution of program operations. - Addresses social determinants in patient care plans. - Utilizes creativity and innovation in attaining desired outcomes. - Acts with a sense of urgency. - Synthesizes information and shares it with a larger group. - Works effectively in an ambiguous environment. - Supports workforce with psychological first aid, and provides additional resources based on needs.

    Responsibilities 1. Job Accountabilities - HIV: a. Responsible for daily program management and supervision of program and support workforce, if applicable. Responsible for program evaluation, required performance standards, quarterly data reports, annual reports, and preparation of annual grant requests. b. Selects, trains, motivates, supervises, and evaluates assigned workforce, if applicable, to ensure maximum utilization of individual and group capabilities, while providing optimal service to both internal and external customers. Ensures assigned employees receive opportunities to further their knowledge. c. Develops and monitors annual budgets that ensure the HIV programs have the necessary funds to carry out the goals and objectives that have been established for the department. d. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact HIV programs. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding. e. Responsible for overseeing the development and maintenance of a programmatic dashboard, for purpose of internal and external reporting with regard to performance and evaluation criteria. Strong data management skills. Solid analytical, critical thinking and problem-solving skills f. Responsible for monitoring and providing reports as required. Acts as subject matter expert by providing guidance to all managers/workforce regarding adherence to grant regulations and requirements. g. Ensures appropriate integration of patient services with Parkland/COPC/OPC and the overall community, in order to provide for optimal care. Ability to maintain and build trust; protect and preserve confidential information along with high attention to detail. h. Responsible for long-term program and strategic planning to meet requirements of federal grant and Parkland/COPC/OPC objectives. i. Identifies and analyzes the design of jobs, work processes, workflows, etc. for HIV programs and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the grant, department and Parkland requirements. j. Stays abreast of the latest developments, advancements, and trends in the field of Ryan White programs by attending local planning council meetings, local and national seminars/workshops, reading professional journals, and actively participating in professional organizations. Integrates knowledge gained into current work practices. k. Assists in the compilation and preparation of audits with external organizations in accordance with the grant standards and requirements. Coordinates the planning and preparation of grants and provide guidance to individuals or departments on Ryan White programs. l. Provides exceptional patient experience and makes human connections including being mindful of patients, creating an atmosphere of respect and courtesy, listening and responding to patient concerns and providing clear explanations of care delivery and care planning, all reinforced through standardized approaches. 2. Host meetings of the Advisory Board and DISD management in order to ensure effective operations. Provides workforce support for monthly Executive Committee meetings, and workforce support for the standing committees. k. Identifies and analyzes the design of jobs, work processes, workflows, etc. for Community Health programs and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. l. Stays abreast of the latest developments, advancements, and trends in the field of Community Health by attending local and national seminars/workshops, reading professional journals, and actively participating in professional organizations. Responsible for program evaluation, required performance standards, quarterly data reports, annual reports, and preparation of annual grant requests. b. Selects, trains, motivates, supervises, and evaluates assigned workforce to ensure maximum utilization of individual and group capabilities, while providing optimal service to both internal and external customers. Ensures assigned employees receive opportunities to further their knowledge. c. Develops and monitors annual budgets that ensure the Healthy Start program has the necessary funds to carry out the goals and objectives that have been established for the department. d. Oversees the assessment of health educations needs which include the development and presentation of appropriate educational materials and program evaluation activities as needed to ensure a quality health education program for the target population(s). e. Oversees the planning, organization, development, and monitoring of all case management activities and provides guidance as needed to all levels of case management staff to ensure coordination of service delivery and resource linkage to the target population(s). f. Provides guidance and direction to Community Action Network (CAN) workforce and Fetal Infant Mortality Review (FIMR) workforce who coordinate CAN and FIMR activities to ensure effective operations. Provides workforce support for CAN Meetings, Case Review Team meetings, and Annual Infant Mortality awareness activities and events. g. Responsible for overseeing the development, analysis, and maintenance of client data, for purpose of required internal and external reporting with regard to performance and evaluation criteria. h. Ensures adequate resource development to supplement federal grants and Parkland monies for program continuation, in coordination with the Parkland Foundation. i. Responsible for monitoring and delivering reports as required for private funding source, and/or nonprofit agencies who provide fiscal support to the program. j. Ensures appropriate integration of patient services with Parkland/COPC and the overall community, in order to provide for optimal care. k. Coordinates with internal Parkland departments, including Legal Affairs and Purchasing to complete the timely execution of contracts with external consultants and community partners. l. Responsible for long-term program and strategic planning to meet requirements of federal grant and Parkland/COPC objectives. m. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the Healthy Start program and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. n. Stays abreast of the latest developments, advancements, and trends in the field of Healthy Start by attending local and national seminars/workshops, reading professional journals, and actively participating in professional organizations. Integrates knowledge gained into current. o. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the Healthy Start program. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding. 5. JOB ACCOUNTABILITIES - HIV Prevention: a. Responsible for daily program management and supervision of program and support workforce. Develops and monitors annual budgets that ensure the HIV Prevention program has the necessary funds to carry out the goals and objectives that have been established for the department. d. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the HIV Prevention program. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding. e. Responsible for overseeing the development and maintenance of a client database, for purpose of internal and external federal reporting with regard to performance and evaluation criteria. f. Ensures adequate resource development to supplement federal/state grants and Parkland monies for program continuation, in coordination with the Development Associates. g. Responsible for monitoring and providing reports as required for each funding source. h. Ensures appropriate integration of patient services with Parkland/COPC and the overall community, in order to provide for optimal care. i. Responsible for long-term program and strategic planning to meet requirements of federal, state and Parkland objectives. j. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the HIV Prevention program and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. k. Stays abreast of the latest developments, advancements, and trends in the field of HIV Prevention by attending local and national seminars/workshops, reading professional journals, and actively participating in professional organizations. Integrates knowledge gained into current work practices. l. Responsible for daily operations and supervision of psychiatry clinic and support workforce. Responsible for program evaluation, required performance standards, and monthly and annual reports. m. Selects, trains, motivates, supervises, and evaluates assigned workforce to ensure maximum utilization of individual and group capabilities, while providing optimal service to both internal and external customers. Ensures assigned employees receive opportunities to further their knowledge. n. Develops and monitors annual budgets that ensure the psychiatry clinic has the necessary funds to carry out the goals and objectives that have been established for the department. o. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the psychiatry clinic. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding. p. Serves a resource to the multidisciplinary team for the management of psychiatry patients. q. Works with physicians and multidisciplinary team for the defined patient population to develop clinical guidelines and measurement/feedback for performance, indicators for cost, quality, service and patient satisfaction. Leads multidisciplinary group in designing and implement solutions to address system problems and patient care issues occurring across a full continuum of care. r. Participates in the collection and analysis of patient care data and fiscal data in order to promote quality improvement. s. Ensures appropriate integration of patient services with Parkland and overall community in order to provide optimal care. t. Responsible for long-term program and strategic planning to meet Parkland objectives. u. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the psychiatry clinic and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. v. Stays abreast of the latest developments, advancements, and trends in the field of Social Work by attending local and national seminars/workshops, reading professional journals, and actively participating in professional organizations. Integrates knowledge gained into current work practices. 6. JOB ACCOUNTABILITIES - VIP/Rape Crisis: a. Responsible for daily program management and supervision of program and support workforce. Responsible for program development, evaluation, required performance standards, quarterly data reports, annual reports, and preparation of annual grant requests. b. Selects, trains, motivates, supervises, and evaluates assigned workforce to ensure maximum utilization of individual and group capabilities, while providing optimal service to both internal and external customers. Ensures that assigned workforce meet department and Parkland standards. Ensures assigned employees receive opportunities for professional development and to further their knowledge. c. Develops and monitors annual budgets that ensure the VIP/Rape Crisis programs have the necessary funds to carry out the goals and objectives that have been established for the department. Works closely with the Parkland foundation to develop funding requests for community foundations. d. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the department and victim services. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding. e. Responsible for the volunteer and intern program including recruiting, training, assigning interns to specific supervisors, assuring that university undergraduate and graduate program requirements are met, and providing direct supervision as required. f. Provides training for interns, workforce, medical professionals, social services, professionals, and the larger Dallas County community to assure appropriate identification and intervention with victims of crime. g. Ensures appropriate integration of patient services with other Parkland systems to provide for optimal care. Participates in Parkland task forces and coalitions related to patient care. Attends coalitions and community meetings that will help assure quality and continuity of care for victims. h. Responsible for long-term program and strategic planning to meet requirements of state and federal grant and Parkland objectives. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the VIP/Rape Crisis program and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. i. Stays abreast of the latest developments, advancements, and trends in the field of family violence, sexual assault, and counseling by attending local and national seminars/workshops, reading professional journals, and actively participating in integrating knowledge gained into current work practices. 7. JOB ACCOUNTABILITIES - SPARKS: a. Facilitates and provides operational oversight of robust workforce support programs throughout the hospital system. b. Creates and manages the on-call schedule for the program and is on call periodically. c. Facilitates program-related data collection and analysis. i. Provides reports to appropriate health system committees. d. Provides program-related continuing education and training to peer supporters and health system workforce. e. Recruits and trains new peer supporters as program need dictate. f. Facilitates or actively participates in department and program meetings. g. Develops strong relationships with key leaders (nursing, provider, and operational) throughout the health system. h. Conducts regular rounding through health system units and departments to maintain connection with workforce. i. Collaborates with other essential supportive departments to ensure visible and personalized support is available for all workforce members. j. Stays abreast of seminal workforce-related events and workforce concerns throughout the health system. k. Stays abreast of industry trends and innovative strategies identified through recent research. 8. JOB ACCOUNTABILITIES - Post-Acute Services: a. Responsible for daily program management and supervision of program and support workforce. Responsible for intern program including recruiting, training, assigning interns to specific supervisors, assuring that university undergraduate and graduate program requirements are met, and providing direct supervision as required. f. Ensures appropriate integration of patient services with other Parkland systems to provide for optimal care. Participates in Parkland task forces and coalitions related to patient care. Attends coalitions and community meetings that will help assure quality and continuity of care for clients/residents. g. Responsible for overseeing the development and maintenance of a programmatic dashboard, for purpose of internal and external reporting regarding performance and evaluation criteria.
