    DEPARTMENTAL INFORMATION

    This position is in the Business Management Division of the Public Transportation and Parking department and is under the direction of the Assistant Director of Administration. The Business Manager is a division manager responsible for supervising the Business Management Services (BMS) division within EMBARK. The BMS division includes Trust Administration & Board Support, Process Development & Improvement, Project Planning & Management, Performance Management & Strategic Planning, and COTPA Human Resources. BMS supports the efforts to improve a variety of aspects inside EMBARK by using problem solving, strategic planning, organizational and administrative skills, process improvement, change management, and data analytics to support the organization's vision and mission. The division consists of three work groups and the Business Manager directly supervises the following work group leaders: Project Planner, Trust Specialist, and COTPA Human Resources Manager. The Business Manager is a key leadership position within the organization and must apply leadership principles including fostering a team environment, intentional and frequent communication with subordinates, peers and leadership, creating clear expectations for team members, aligning with the overall strategies, goals, and priorities of the organization, cultivating productive relationships, and exercising sound business judgement.     Key Initiatives and Opportunities
    • Create and implement a Project Management Office (PMO) supporting Project Owners and Project Managers to deliver on projects
    • Develop KPI and metric dashboard and provide data analytics and reporting
    • Develop structure and routine for capital project planning
    • Advance EMBARK Academy for managers, supervisors, and future leaders
    • Identify top priority cross-functional processes to map out using LEAN principles
    JOB SUMMARY

    This position is located Business Management Division of the Public Transportation and Parking Department within the City of Oklahoma City. The Business Manager is responsible for overall planning and monitoring of departmental programs and activities including: projections of revenues; use of various fund sources; grants management; contract administration; and capital improvement programs. Essential job functions include: assisting in planning, designing, directing and overall management of the business operations of a major department of municipal government; negotiating and administering contracts and developing new contractual approaches and concepts; preparing departmental budgets; developing and administering departmental policies, goals and objectives; supervising accounting activities including the continued development and maintenance of effective cost accounting and management information systems; developing long-term and short-term operating plans; and evaluating and recommending changes in program functions based on operating effectiveness. The employee provides executive management with written and/or verbal reports on a variety of complex administrative, technical, or financial matters. These activities require frequent interaction with departmental work units, other City organizations, and external agencies. The Business Manager is a primary source of information regarding the interpretation of departmental and City policies and procedures, program functions, legal position, or contractual terms. The employee also serves as an authoritative contact in resolving sensitive issues and complex problems.

    VETERANS PREFERENCE

    WORKING CONDITIONS
    • Primarily indoors, in a climate-controlled environment.
    • Occasionally required to work beyond normal scheduled work hours.
    • Occasional local or out-of-town travel to meetings, conferences, or seminars.
    Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

    PHYSICAL REQUIREMENTS
    • Near vision enough to read and draft written communications or both manually and machine generated reports, etc.
    • Speech and hearing enough to communicate in person and by telephone.

    If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

    If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.

    If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
