    Who we are:

    The Oregon Public Defense Commission (OPDC) is a 13-member commission appointed by the Chief Justice of the Oregon Supreme Court based on input from all three branches of Government. The Commission serves as the governing body for Oregon's public defense system. The Commission provides policy direction and oversight for the administration of the system. The legal services provided by OPDC represent an essential component of Oregon's public safety system.

    The mission of OPDC is to ensure constitutionally competent and effective legal representation for persons eligible for a public defender.

    The office includes the Executive Division, the Appellate Division, the Trial Division, the Trial Development & Resources Division, and the Administrative Services Division. The agency negotiates contracts with trial level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the agency include, Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development.

    Primary Purpose of this Position:

    This position will facilitate documenting complex business processes for the entire agency to aid in the agency's Financial and Case Management System Project and work with Senior policy staff and management on policy development and implementation for the agency. Participate in new projects identified by the legislature, commission, and management to prepare program plans and implement associated policies.

    The Senior Business Analyst (OPA2) position will facilitate documenting complex business processes for the entire agency to aid in the agency's Financial and Case Management System Project use case scenarios and work with Senior policy staff and management on policy development and implementation for the agency. Participate in new projects identified by the legislature, commission, and management to prepare program plans and implement associated policies.

    Duties:

    Policy Analysis

    • Work with Senior Policy staff to evaluate internal program operations and services; recommend and plan actions to bring about compliance with regulations and program goals.
    • Collaborate with program level staff and managers across agency levels to formulate long-range objectives, short-term operational goals and implementation plans.

    Business Process

    • Identify, assess, analyze, and develop business processes for all business processes.
    • Assess, analyze, and provide recommendations on business processes as they function.
    • Work with the Project Management team in creating timelines for implementation of updated business processes.
    • Analyze and address issues that impact business processes, determine the effect on court operations and processes, and provide recommended solutions.
    • Research, analyze and document, changes on systems and components to improve efficiency and effectiveness of business processes.
    • Evaluate forms and record systems to make certain they comply with program intent and regulations; identify deficiencies; work with program area to decide content of forms; design or work with others to draft operational forms.
    • Review and revise, policy, and procedure manuals. Work with policy staff on ongoing business process and procedure updates.
    • Document business processes and create desk manuals identifying rights and roles across the agency in collaboration with staff and managers.

    Minimum Qualifications:

    A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

    Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

    Salary range:

    Non-PERS Rate (AA): $5,396 - $7,969

    PERS Rate (AP): $5,771 - $8,523

    • Understanding of Business Requirements: Ability to gather and analyze business requirements from stakeholders and translate them into functional specifications for the SaaS application.
    • Use Case Development: Creating concise, narrative descriptions of how users interact with a system or application to achieve specific goals, facilitating a deeper understanding of system requirements.
    • User Acceptance Testing: Leading implementations orchestrating and overseeing the testing process by end-users to ensure the SaaS application meets their requirements and functions as expected within the organization's workflow.
    • Change Management Expertise: Ability to facilitate organizational change associated with the implementation of a new SaaS application, including training, communication, and stakeholder engagement.
    • Experience with SaaS Procurement: Demonstrated experience in procuring SaaS solutions, including vendor evaluation, contract negotiation, and vendor management.
    • Technical Proficiency: Strong technical background with knowledge of SaaS architectures, cloud computing principles, and integration methods (APIs, web services).
    • Knowledge of Non-Functional Specifications: Familiarity with the industry or domain in which the SaaS application will be deployed, including relevant regulations, compliance requirements, and best practices.
    • Communication Skills: Excellent written and verbal communication skills to effectively communicate with technical and non-technical stakeholders, including executives, end-users, and IT teams.
