    SECTION 8 HOUSING INSPECTOR – PART TIME

    (SECTION 8 HOUSING CHOICE VOUCHER PROGRAM)

    Position Summary

    Under the supervision of the Director of Section 8 Housing Choice Voucher Program, the Section 8 Housing Inspector performs a supportive role in all operational areas of the Section 8 Housing Choice Voucher Program with the primary responsibility being the housing quality standard inspections of occupied and vacant dwellings for properties participating in or expecting to participate in the Program.

    THIS IS A PART-TIME POSITION

    Position Description

    • Performs physical pre-occupancy, initial, annual and follow-up inspections of potential or participating properties in the Program.
    • Performs special inspections to resolve complaints by participants and/or landlords.
    • Prepares and submits reports that summarize all deficiencies noted during the inspection, inclusive of the recommended corrective action to be taken.
    • Communicates orally and in writing with property owners or management agents concerning units' compliance with housing quality standards.
    • Compiles all data necessary to facilitate rent reasonableness analysis and utility allowance adjustments.
    • Maintains a current listing of available units throughout the City for participation in the Program.
    • Establishes a viable working relationship with property owners and property management companies involved with the Program.
    • Prepares reports and written correspondence as required and ensures records are maintained in compliance with Program regulations.
    • Maintains confidentiality of landlord/participants and all business related information.
    • Job duties, responsibilities, specifications, and other job aspects may be changed as needed; performs other duties as assigned.

    Position Requirements

    This position requires the ability to complete all physical duties of the job with or without a reasonable accommodation.

    • Possess a fundamental knowledge of the Department of Housing and Urban Development (HUD) established housing quality standards and a general knowledge of the City of Portsmouth's occupancy standards.
    • Comprehensive knowledge of Section 8 program policies and procedures.
    • Basic knowledge of all phases of residential maintenance, which includes masonry, carpentry, brick, concrete work, roofing, sheet metal, landscaping and plumbing, is highly desirable.
    • Good clerical and administrative aptitude, organizational skills and proficient in mathematical calculations.
    • Demonstrated strong proficiency in Microsoft Windows application to include but not limited to Word and Excel.
    • Excellent verbal and written communication skills are essential and comfortable making presentations before others.
    • Self-starter with the ability to work independently with minimal supervision demonstrating the ability to perform a variety of tasks simultaneously and to plan, organize and schedule work to meet critical deadlines and performance measures.
    • Excellent verbal and written communication skills to include the ability effectively deliver public presentations.
    • Ability to work independently with minimum supervision and work under pressure and with time restraints.
    • Must exercise good judgment and make sound decisions according to Authority policies and procedures.
    • Ability to analyze problems and situations and find appropriate solutions.
    • Must be available for occasional after-hours and weekend activities. In the event of emergencies, must be accessible, by electronic communication devices. .
    • Must possess excellent human relations skills and promote a positive image of the Authority by establishing and maintaining to the greatest extent possible a viable, positive and functional working relationship with all co-workers, social agencies, clients, property management companies and property owners of the City involved directly or indirectly with the Program and all other appropriate agencies of the City with which the Authority may come into contact.

    Physical Requirements

    • Frequent exposure to inclement weather.
    • Use of hands/fingers to handle or feel – Sufficient manual dexterity to allow operation of a variety of a computer and other office equipment.
    • See – Ability to observe, identify and recognize details at close range. Must have the ability to identify and distinguish color variations.
    • Stand or Sit – Must be able to remain in a stationary position 50% of the time.
    • Walk, move and traverse Ability to stoop, kneel, bend, stretch, crawl and climb a ladder, etc.
    • Stoop, kneel, crouch or crawl – Constantly positions self to perform the essential functions of the job duties.
    • Move, transport, position, install, remove – Frequently moves items weighing up to 50 pounds across areas for various needs.
    • Operation of motorized vehicles.

    Experience and Training

    • Any combination of education equivalent to graduation from high school with two years attendance at a college or university, or vocational study in one or more of the building trades.
    • Two years' experience in a responsible position directly related to construction or building trades maintenance and possess a comprehensive knowledge of appropriate building and sanitation codes is desirable.
    • Previous experience in federally assisted property management, HUD/Section 8 programs or real estate is highly desirable.
    • Section 8 Housing Quality Standards Inspector Training Certification required.
