GENERAL STATEMENT OF JOB
Under general supervision, this position designs and manages construction of municipal construction projects, by reviewing commercial sites and subdivision plans, and ensuring designs are structurally sound and well designed, and meet engineering, and city codes and specifications.
Reports to the Assistant Director ofEngineering & Technical Services.
ESSENTIAL JOB FUNCTIONS
Performs project management on architectural and construction projects, to include, monitoring cost and different funding sources, and coordinating various contractors; directs the work of Inspectors assigned to individual construction projects; reviews commercial site plans, major and minor subdivision development plans, rezoning, use permits, group housing requests, street closures and single-family home site plans.
Reviews and verifies engineering calculations, such as evaluating materials, dimensions, layout and code compliance; monitors contractor's progress and makes determinations on work performance; communicates with on-site inspectors on construction projects; ensures inspection of project components and sequences, and the adherence to specifications and codes; provides technical engineering direction to Inspectors as needed.
Designs basic municipal construction projects on a computer aided design workstation; designs concrete and utility repairs, sidewalk installations and new athletic facilities; prepares cost estimates and specifications; identifies needed property acquisitions, and coordinates design of traffic signals and pavement markings.
Investigates engineering related citizen complaints and recommends solutions to the appropriate department; engages with citizen groups and businesses affected by city projects and provides information regarding the basis for the project and project related decisions; assists citizens with reviewing and understanding proposed projects.
Prepares designs for bids; conducts bid openings and reference checks for projects; prepares approval of award letters; analyzes bids and prepares bid tabulation results, and reviews contractor's bonds and insurance.
Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.

Has general knowledge of roadway, utility and drainage design and operations to facilitate neighborhood revitalization projects and installation of infrastructure associated with subdivisions and site plans.
Is able to design, review and administer basic engineering projects. Is able to understand and interpret oral and written instructions. Is able to establish and maintain effective working relationships as necessitated by work assignments.Quality of Work:

Adheres to all safety and housekeeping standards established by the city and various regulatory agencies. Sees that the standards are not violated. Maintains a clean and orderly workplace.
EDUCATION & EXPERIENCE
A Bachelor's Degree in Civil Engineering from an accredited college or university, or a related field, and - 5 years of engineering management, or a related field, and - 3 years of supervisory experience, or an equivalent combination of education and experience.
SPECIAL REQUIREMENTS
An acceptable general background check to include a local and state criminal history check.
A current Professional Engineer license from the Commonwealth of Virginia (18 VAC Requirements for licensure as a professional engineer) is required within one year of employment.
