    Summary

    This position is located within the Office of Airports (ARP). Provides support and assistance to management and staff in the preparation, review, and/or editing of written materials for various activities to ensure compliance with established policies, procedures, rules, and regulations.

    Duties

    The Writer-Editor performs multiple, varying, and complex written communications under the minimal direction of a manager or more experienced professional. The incumbent is a contributing team member on large work activities or a project manager or team leader for large projects/programs and work assignments.

    Applies experience and comprehensive knowledge of technical writing and editing to develop regulatory and/or informational materials for a wide range of internal and external audiences. Utilizes and adheres to Associated Press guidelines and agency writing requirements to draft, proofread and edit technical documents for grammatical correctness, punctuation, clarity, tone and consistency. Prepares, reviews, edits and finalizes technical documents used to establish, modify, explain or defend organizational policies, procedures, rules and regulations. Creates written materials for use by management to conduct, facilitate or support various projects, including speeches, presentations, briefings, fact sheets, memos, newsletters, web-based content, white papers, responses to Congressional and public inquires, etc. Ensures web-content complies with FAA, Office of Communications (AOC) and Information and Technology Services (AIT) rules and regulations, including branding and 508 requirements.

    Conducts research and analysis to define, explain and clarify agency policies, programs, findings or requirements. Analyzes, reviews and edits regulatory documents prepared by others for comprehensiveness, clarity, compatibility and validity. Ensures documents are consistent with established writing standards and policies, including footnotes, references, enclosures and attachments. May be required to do substantial research and rewriting to organize, balance, and complete deficient manuscripts to meet publishing objectives. Consider policy implications, and apply a consistent set of style, grammar, and punctuation practices to the manuscripts

    Provides guidance and coordinates with managers, senior officials and/or authors to identify and corrects errors, inconsistencies and omissions related to formatting, illustration and terminology. Provides recommendations for revisions, amendments, modifications or other changes. Analyze both the subject and the audience and present the material interestingly, clearly, accurately, thoroughly, and convincingly. Adapt the style and format of the material to the medium or publication where it will appear. Manage projects from start to finish. May use desktop publishing hardware and software to draft, edit, and lay out the material and may coordinate the design, print, and distribution. Prepares and reviews reports. Recommends solutions to complex problems.

    Independently identifies, plans and organizes available resources to accomplish project/program activities.

    Contact are internal and external. Initiates, establishes and maintains effective relationships with subject matter experts and stakeholders across the agency, and within other federal organizations to support the mission and objectives of the office. May act as point of contact and represent ARP on workgroups and/or on various teams.

    Established policies and procedures provide guidance for most assignments, but allow considerable discretion to select established approaches or develop new approaches to complete assignments. Resolves most problems or work issues without the assistance of a manager or other experienced professional. Provides guidance to less-experienced professionals; Works with management, subject matter experts, and other experienced professionals to solve problems.

    Work is reviewed rarely, typically through status reports at project completion to ensure compliance with established policies and requirements of work activities. Work assignments impact directly on the objective of one or more organization unit and/or Line of Business/Staff Office (LOB/SO).
