    Virginia Retirement System (VRS) Language Incentive Referral Bonus Tuition Assistance Program Description The City of Richmond, Department of Public Utilities, is seeking a highly qualified candidate to fill the position of Safety Manager.

    This position leads the safety (including employee safety, contractor safety, and public safety), environmental, emergency preparedness (management), and experience assessment (root cause analysis and human performance) functions.

    Receive strategic direction from organizational senior leaders. Engage leaders from across all business lines to develop and operationalize programs. Communicate performance metrics to senior leaders. Drive continuous improvement through active benchmarking, data analytics, and engaging others in a constructive manner.

    Duties include but are not limited to Receive strategic direction from organizational senior leadersEngage leaders from across all business lines to develop and operationalize programsCommunicate performance metrics to senior leadersDrive continuous improvement through active benchmarking, data analytics, and engaging others in a constructive mannerSafety Operations Group - Provides strategic direction for employee, contractor, and public safetyEstablishes and maintains policies, programs, and procedures to ensure compliance with all governmental safety and environmental laws and regulations (e.g., OSHA, Department of Transportation, COR's Office of Emergency Management, etc.)Establishes organizational safety goals, targets, and performance measuresEnvironmental Group - Provides support for environmental programs (i.e., sustainability, permitting, clean-up)Works closely with senior leaders to maintain policies, programs, and procedures to ensure compliance with all governmental safety and environmental laws and regulations.

    • Provides strategic direction for the integrated, organizational all hazards, incident command system (ICS), business continuity plan, and other emergency programs and proceduresEstablish processes, including training, drills, and other mechanisms to ensure organizational readinessExperience Assessment
    - Provide strategic direction for continuous improvement of the organizational all-incident type, event analysis (i.e., root cause analysis) program, and the human performance programMay be assigned to a Utility emergency and storm roleThis is a special assignment that comes into play during storms and other emergencies when the company needs to restore service or respond to other issues affecting customer serviceThis role may necessitate the need to work after-hours, outside of your regular schedule Qualifications, Special Certifications and LicensesThis role plays a pivotal role in fostering a secure and healthful workplace environment, safeguarding employees from harm, and ensuring adherence to regulatory standards to mitigate legal and financial risks for the organization.

    Their effective communication with stakeholders, coupled with proficient investigative abilities, aids in fostering a culture of safety and compliance. Additionally, they possess knowledge of ergonomics, industrial hygiene, and environmental protection practices, ensuring holistic safety measures are in place.

    MINIMUM TRAINING AND EXPERIENCE:
    Bachelor's degree in business, accounting, finance or public administration or field related to assignmentTwo years of supervisory experience


    PREFERRED TRAINING AND EXPERIENCE:
    Five years of relevant regulatory activity experience, including industrial safety and/or environmental complianceTwo years of experience in the utility industryTwo years of experience performing a leadership role in emergency responseTwo years of experience performing incident investigation or root cause analysis activities KNOWLEDGE, SKILLS,

    ENVIRONMENTAL HAZARDS:

    Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.


    PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

    Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint.

    The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently finger; and occasionally climb, balance, stoop, kneel, crouch, reach, stand, walk, list, grasp, and feel.

    The working conditions may include environmental hazards.

    In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
