    General Purpose of Job

    The Land Rights Supervisor is responsible for assisting the Land Rights Manager in supervising and coordinating all aspects of real property functions, including lease negotiation, land acquisition, disposition, easement verification and procurement, reviewing plat language for major projects, managing large scale projects, maintaining positive relationships with members and stakeholders, and overseeing support staff. This position reports directly to the Land Rights Manager and supports various departments within the company by ensuring efficient supervision of land rights related activities.

    Experience/Education

    Preferred

    Bachelors Degree - Major: land management, real estate, business Degree administration, paralegal, or a related field

    Minimum

    Four (4) years of relevant experience in real estate, land rights, or relevant legal field

    Preferred

    Two (2) years of experience as a manager or supervisor

    Preferred

    Experience working with lawyers, surveyors, appraisers, environmental consultants, engineers, or other land rights related professionals

    Preferred

    Experience with eminent domain proceedings and related projects.

    Education and/or Experience Notes

    Minimum of four (4) years' experience in land acquisition, land rights, or a related field may be substituted for the required education.

    Other Requirements

    • Ability to operate a variety of office equipment, including a personal computer, printers, copy machines, telephone, and fax machine.
    • Ability to work irregular hours for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations.
    • A valid Florida driver's license for occasional site visits and business travel.
    • Normal work hours shall be eight (8) hours between 7:00 am and 5:00 pm, Monday through Friday.
    • Successful completion of pre-employment background check, physical and drug screen.

    Knowledge, Skills, and Abilities

    • Ability to effectively evaluate, coordinate, and supervise multiple projects and determine appropriate prioritization and resource assignment to meet required schedules for each project.
    • Ability to gain a thorough knowledge of Cooperative business activities, assets, and infrastructure.
    • Ability to gain knowledge and proficiency of land and easement acquisition processes including eminent domain proceedings.
    • Ability to interpret legal descriptions for real property transactions; processes and procedures involved in execution of deeds, permits, easements, purchase and sale contracts and other documents necessary in the acquisition/disposition or use of real property or property rights for business purposes.
    • Ability to maintain confidentiality regarding all information related to the Cooperative, management of employees, and legal matters; effectively manage stress and pressure in a frequently changing environment, ability to multi-task calmly and effectively in all situations.
    • Ability to review and understand plats, easements, and construction and engineering plans and details.
    • Demonstrated active listening skills, verbal, and written communication skills to include knowledge and use of proper grammar; accurately prepare all types of business correspondence, design and produce reports and presentations; effective planning and organizational skills with excellent documentation and detail orientation; ability to complete assignments, meet deadlines and work independently and in a team environment.
    • Excellent conflict management skills, initiative to seek a variety of tasks/accountabilities beyond the normal job responsibilities and work to exceed expectations.
    • Excellent customer service orientation and interpersonal skills for effective interaction with managers, employees, vendors, and others are essential; ability to exercise good judgment, sound reasoning skills and discretion in making independent decisions commensurate with responsibilities.
    • Knowledge and understanding of Florida statutes, real estate contracts and contract law; the principles, practices, processes, and procedures for acquiring and disposing of real property or property rights; federal, state, and local laws and regulations related to the acquisition and divestiture of real property and property rights.
    • Knowledge and understanding of working with a Board of Trustees or other governing board and knowledge related to seeking board approval for land and real estate activities.
    • Proficiency in the operation of personal computers and MS Office products including digital file records management; ability to acquire skills in the use of other applicable database programs such as GE Design Manager to review and update land base records.
    • Strong leadership skills and ability to make and implement sound decisions; demonstrated organizational and prioritization skills and time management; detail oriented and strong process management skills.
    • English is the primary business language. Second language in Spanish is desirable.

    Essential Duties and responsibilities

    Supervisory

    This position is expected to perform supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training; planning, assigning, and directing

    work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    • Support the maintenance of existing plats and right-of-way easement records for major and minor projects and new service requests
    • Conduct public records research to identify property owners of record within the Cooperative's service area. Supervise any right-of-way and land rights activities related to easements or other real estate needs of the organization.
    • Assist in the review and updating of all land rights related documents and forms. Assist Land Rights Manager with resolving any eminent domain related issues of the organization.
    • Coordinate with Land Rights Manager to provide land rights training to relevant departments as needed. Supervise day-to-day interactions with Vegetation Management, Reliability and Operations, Engineering, and other departments on legal and land rights related matters.

    Assist with the development of the department's budget on an annual basis. Collaborate with other departments to assess and prioritize land-related needs of the organization.

    • Coordinate with stakeholders and governmental units for joint project needs.
    • Assist Land Rights Manager with land purchase negotiations and lease agreements on behalf of the cooperative. Develop and maintain relationships with governmental organizations related to the cooperative's business activities.
    • Supervise a team of land rights specialists, providing guidance, support, and mentorship as needed to ensure the successful completion of projects and land rights related tasks.
    • Supervise matters related to member requests for easement release or other land rights related requests. Supervise processing of no objection letter requests, easement/plat review for small- and large-scale projects, and preparation of board-related materials as needed.
