This position requires a dynamic leader who has developed and implemented HR strategies, policies, and programs that align with the organization's values and follows regulatory requirements.


General Key Responsibilities:


  • Bachelor's degree in human resources, Business Administration or Healthcare Management, or related field; master's degree preferred.
  • HR certification (e.g., SHRM-CP, PHR) preferred.
  • Previous experience in a community health center setting (preferred).
  • Demonstrated understanding of privacy rights. Must be able to maintain confidentiality in all medical, financial, and other sensitive materials, whether electronic, printed or otherwise.
  • A minimum of five years progressive administrative and supervisory experience as HR leader.
  • Requires the ability to plan, organize and direct training programs and activities.
  • Must be a visionary with mature judgment, strong interpersonal, communication, and computer skills.
  • The ability to delegate responsibilities and create a climate of teamwork and accountability.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to manage multiple and simultaneous responsibilities and to prioritize scheduling of work.
  • Employee must demonstrate an understanding of the intent, and follow standards, guidelines and protocols related to achieving and maintaining certifications by outside agencies.
  • Knowledge of MS office and HRIS systems required.
  • Previous experience with the software Paycom, or ability to learn the software is required.
  • Must demonstrate personal and professional commitment to the mission of Heart of Florida Health System and its Mission Statement and the Achievement of Performance Standards of Principles of Practice.

Leadership Qualifications / Responsibilities


HR is responsible for overseeing recruiting and training health center staff and providers, making recommendations for renewal of and/or amendments to provider contracts and bonuses annually.


  • Responsible for the supervision and development of HR staff, including recruiter(s), generalist(s), and assistant(s), including but not limited to performance appraisals, disciplinary actions, and position modifications as necessary.
  • Must be able to serve on interview panels and independently judge qualifications of applicants for assorted positions as requested.
  • Must be able to adhere to budgetary requirements of the department, adjusting as needed to maintain accountability to CEO.

  • Analyze the effectiveness of company HR procedures and tools
  • Ensure HR plans align with company mission and business objectives
  • Plans, organizes, and controls all activities of the department, including developing goals, objectives, and systems.
  • Implements and annually updates compensation program.
  • Revises job descriptions as necessary
  • Analyzes compensation adjustments, ensuring compliance with policy.
  • Monitors performance evaluation program and revises as necessary.
  • Maintains knowledge of industry trends and employment legislation and to ensure compliance.
  • Responsible for compliance with Federal and State legislation pertaining to all human resources matters.
  • Develops and maintains a human resources system that meets the needs of the organization.
  • Develops, recommends, and implements human resources policies and procedures, and updates, prepares and maintains handbook on policies and procedures.
  • Responsible for benefits program oversight and administration
  • Manages and resolves complex employee relations issues. Conducts effective, thorough and objective investigations.
  • Maintains indepth knowledge of legal requirements related to daytoday management of employees, reducing legal risks and ensuring regulatory compliance.
  • Provides ongoing performance management guidance to supervisors and managers in the form of coaching, counseling, career development, disciplinary actions.
  • Develops and maintains files and other records, reports, and logs to conform to EEO regulations.
  • Conducts recruitment efforts for all exempt and nonexempt staffing, including providers; oversees new employee orientations and serves as back up if needed.
  • Establishes and maintains department records, reports and HR related documentation.
