    The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

    Position Summary

    The Columbia University Irving Medical Center (CUIMC) Facilities Compliance Manager, under the direction of the Executive Director of Campus Life Safety & Regulatory Compliance, has the responsibility for managing and supporting all compliance programs within Facilities Management.

    The Facilities Compliance Manager promotes a safe and healthful work and learning environment in accordance with all applicable local, state, and federal laws, regulations, and standards and conducts facility safety inspections and audits field safety activities, including construction/renovation projects, to identify potential safety and health hazards and proposes and develops solutions for immediate implementation. S/he assists with the development, distribution, training, and implementation of informational documents such as policies, programs, and procedures. S/he conducts specific Job Hazard Analyses and identifies necessary work practice and engineering controls, as well as personal protective equipment, and works with the various Facilities Management teams in program implementation.

    Additionally, the successful candidate must be familiar with building fire protection and suppression systems and appliances, and basic building utility systems, including, but not limited to vertical transportation, HVAC, communication, and internal emergency power systems that support administrative and residential areas.

    Responsibilities

    • Works with Executive Director and Facilities Management to ensure worker safety in active work areas at Columbia University Irving Medical Center.
    • Provides leadership and management for special projects assigned by the Executive Director and as requested, assists in the planning and execution of various aspects of projects under the leadership of other team members.
    • Acts as division representative during inspections from the medical center's property insurance carrier. Reviews recommendations, establishes target areas, and long-range risk prevention and cost control objectives.
    • Manages the division's "shop" work orders by submitting work requests, interfacing with service providers, reviewing progress, and verifying work completion. Keeps team members apprised of work order status.
    • As a provision of the medical center's Air State Facility Permit safeguards the air pollution control permit conditions through semiannual training and EPA Method 9 certification.
    • Performs duties as related to Fire Life Safety Director certification for Class "B" buildings. Performs fire stopping inspections throughout CUIMC buildings and/or in construction/renovation areas. After-hours response to building fire alarms and interface with FDNY. Management of all related logs and reports.
    • Performs inspections of mechanical equipment rooms, shops, supply rooms, and stock areas to identify potential regulatory and worker safety issues; reports on findings, corrective actions are taken/planned, and carefully documents corrections.
    • Performs accident investigations and assists in the design and implementation of recurrence prevention programs and procedures. Inputs investigation data for generation of trending reports.
    • Reviews Safety Data Sheets for chemicals proposed for use by the Facilities department and contractors and approves such use. Ensures SDSs are properly received, inventoried, and maintained where indicated for all new chemicals in Facilities Operations. Additionally, consults SDS for potential exposure issues for employees.
    • Reviews documents for regulatory and CUIMC safety compliance and attend regular multi-campus workgroup meetings to discuss safety-specific issues and develop policies to achieve greater compliance.
    • Provides training for Facilities Staff on regulatory and safety related tasks.
    • The position is considered "essential personnel" and is required to provide administrative, management, individual support, and various other duties, as required, during and outside normal working hours including institution closures and duties associated with emergencies, and scheduled and unscheduled events.

    Minimum Qualifications

    • Bachelor's/Baccalaureate degree in Occupational Health and Safety, Environmental Sciences, Engineering or related field or alternative combinations of education and experience in lieu of degree required; and four (4) years of related work experience.
    • Candidate must have, or be immediately eligible for the Certificate of Fitness as a Fire Safety Director, and within a 90-day period, must pass the Fire Safety Director on-site test at a location to be determined by CUIMC.
    • Candidate must possess or have the ability to obtain necessary certifications as required by federal, state and local laws. This includes appropriate Certificates of Fitness for NYC facilities.

    Preferred Qualifications

    • Demonstrated abilities and knowledge regarding a high level of independence and collaboration in the performance of responsibilities and strong analytical and reasoning skills are required. The abilities required to effectively work in a fast paced, multi-building, service oriented environment and establish/maintain relationships with diverse constituencies within an academic community are critical. Above average understanding and skills related to PC-based hardware and software related to facilities management is essential - Microsoft Office, work order, energy management software, etc. A working knowledge of construction, architectural and engineering plans and specifications and building, fire, safety and environmental codes.
    • Effective leadership, personnel management and qualities reflective of a collaborative teamwork environment are crucial. The position demands excellent organizational skills as well as superior interpersonal and communication skills (verbal and written), and an ability and desire to work closely with all constituencies of the CUIMC and various external constituencies.
    • A demonstrated progressive growth in management responsibilities including direct personnel management within an organization associated with the facility service and/or construction industry during a minimum of a 5-year period is required. Recent administrative and/or managerial experience in an academic or similar institution preferred.

    Other Requirements

    • Physical work is a primary part of the job. The work environment involves some exposure to hazards or physical risks, which require basic safety precautions. The work involves moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, odors and/or loud noises. It is also conducted indoors and outdoors and may require wearing personal protective clothing and a respirator.
    • As facilities Compliance manager you will be required to work on weekends as needed. This includes but not limited to team vacation coverage, sick time, or special projects requiring a high-level officer.
