    The Licensed Chemical Dependency Counselor (LCDC) will be integrated with the Crisis Co-Response Team (CCRT) operating in collaboration with the Brazoria County Sheriff's Department. The LCDC is tasked with providing outreach, screening, assessment, and referral services to individuals in Brazoria County with substance use disorders, ensuring they receive the necessary treatment and support. Additionally, the LCDC is committed to delivering high-quality care and substance use treatment to participants enrolled in the CCRT programs within Brazoria County. This involves conducting thorough assessments and facilitating individual counseling sessions within a cohesive team environment.

    LCDC will respond to emergency rooms for opioid-related emergencies to offer service linkage to SUD programming and overdose prevention.

    Required Education:
    • Requires Associates Degree unless grandfathered in prior to the educational requirements; in this event you must have a minimum of a HS Diploma or equivalent.
    • Prefer Bachelors degree from an accredited college or University in the Behavioral Science field of study. (Additional $1/hour ($2,080/annually) for those with Bachelors degree)

    Required Licensure/Certifications:
    • LCDC-I license AND must have passed the test and/or completed 2,000 hours.
    OR
    • LCDC license in good standing with the state of Texas

    Brazoria County Sheriff-Gulf Coast Center Crisis Co-Response LCDC Position will be responsible for the following essential Job Duties:
    • Co-responder LCDC for CCRT for substance use disorder assessments and interventions for crisis individuals CCRT with SUD and COPSD needs.
    • Response to emergency rooms for opioid-related emergencies to offer service linkage to SUD programming and overdose prevention.
    • Ensure the safety and well-being of individuals in crisis.
    • Provide referrals for detox, residential or outpatient treatment.
    • Conducts workshops on substance use prevention, intervention, and health impacts of opioid use.
    • Develop treatment plans if electing outpatient treatment and collaborate with other healthcare professionals.
    • If electing detox or residential, determine if HHSC funds can support cost.
    • Offer Narcan training and provide Narcan overdose prevention spray.
    • Connect individuals with community resources, such as sober living facilities, employment opportunities, PCP, and mental health services.
    • Provide substance use screenings in field and office-based settings.
    • Provide Motivational Interviewing and/or Crisis Intervention
    • Referral and follow-up to substance use/community treatment and related services
    • Case Management for clients seeking services.
    • Participates in weekly Counselor trainings and completes all required LCDC-I paperwork independently and with the coordination of the identified QCC.
    • Information dissemination at public presentations as assigned.
    • Training individuals and family members on Opioid Overdose prevention and rescue
    • Participate in Quarterly Region meetings with the State.
    • Provide Follow-up as an independent service for clients who decline recommended services as a follow up service for clients who may need further assistance; and/or as clinically indicated or needed.
    • Attend all Recovery and OSAR trainings. Attend all meetings requested by assigned Program Manager. Ensure copies of certification received from training are sent to Human Resources for employee file.
    • Acts as primary counselor for assigned clients enrolled in substance use disorder outpatient services (and their families as appropriate).
    • Provides weekly individual counseling to clients enrolled in substance use disorder outpatient services, identifying any progress and providing any required documentation to the appropriate referral source.
    • Conducts random drug screenings from clients to assess progress or regression in their treatment experience to establish a baseline during treatment.
    • Assists in referring clients to interagency services as needed and connects clients to external services based on clinical necessity.
    • Maintains compliance with all documentation as assigned and required by the GCC policies and procedures.
    • Document all interactions and provide client services and appropriate documentation within the CMBHS electronic medical record system. Ensures that all documentation is reflective of clinical recommendations, free of grammatical errors and reflective of the clinical needs of the client.
    • Will be responsible and accountable for the adherence to and promotion of the agency compliance policy and will require communication with various departments to foster, develop and continue our community partnerships as it relates to the position.
    • Treat all individuals with the utmost courtesy, decency and respect.
    • Interact with staff, consumers, local entities and advocacy groups to provide a service that meets local needs.
    • Provide the highest level of Customer Service for both internal and external customers.
    • Required to report personnel leave; flex time and emergency leave to assigned supervisor.
    • Strict adherence to the professional, ethical, and legal requirements set forth in GCC's Business Code of Conduct as well as the Corporate Compliance Plan.
    • Consistent adherence to the Center's Dress Code.
    • Consistent adherence to Center safety guidelines and expectations.
    • Out-of-region travel may be required to attend training.
    • Must maintain a clear driving record and driver's license in accordance with our Driver Policy.
    • Requires current Texas Driver's License, reliable transportation and must maintain current auto liability insurance.
    • Disaster recovery deployment: Staff are expected to keep up their training in Psychological First Aid. Staff may also be expected to be part of a rotation for disaster assistance, possibly at Disaster Recovery Centers, emergency shelters and other sites.

    Non-Essential Job Duties:
    • Ensure all documentation is accurate, complete, and clear as required by the Center and/or State procedures; progress notes are completed within specific timeframes. Utilization of CMBHS electronic health record for documentation of screenings and services notes.
    • Maintains compliance with all documentation as assigned and required by the GCC policies and procedures.
    • Uses clinically sound judgment in developing relationships with client and services providers and make decisions reflective of current trends in mental health and substance use services. Maintains contact with client, assessing and communicating progress in relation to individualized service plans. Participates in interagency meetings involving all substance use related services for collaboration.
    • Demonstrates competence, professionalism, and a customer-focused approach to services. Conducts community education programs on mental health and substance use treatment and services by the Center's programs as assigned.
    • Communicate information to supervisor and other Center staff to ensure the sharing of information that affects program operations. Maintains communication with other services providers and identifies barriers to services and takes measures to appropriately communicate and address them. Serious problems are communicated to supervisor immediately.

    Supervision:

    Receives direct supervision from Program Manager-Recovery & Outreach. Receives QCC Clinical supervision from Program Manager-Recovery and Administrative supervision from Crisis Co-Response Manager.

    Required Experience:

    If recovering, must have two years continuous sobriety.

    Preferred Experience:
    • Direct care experience preferred.
    • Experience with CMBHS or similar electronic medical record system preferred.

    Abilities/Traits:
    • Empathy and compassion- LCDCs often work with individuals facing addiction and substance abuse issues. Empathy allows them to understand clients' struggles and build rapport, while compassion motivates them to provide effective support and guidance.
    • Patience: Recovery from addiction is a complex and challenging process that takes time. Patience is essential for LCDCs to support clients through setbacks, relapses, and the gradual progress toward recovery without judgment.
    • Great Communication Skills
    • Engagement Skills for Community Outreach and Prevention Presentations- During downtime, LCDCs engage audiences in community outreach and prevention presentations on opioids.
    • Cultural Competence- Addiction affects individuals from diverse backgrounds, and LCDCs must understand and respect cultural differences in their approach to treatment. Cultural competence allows them to provide personalized care that considers clients' values, beliefs, and cultural norms.
    • Self-awareness and Self-care- Working in addiction counseling and crisis can be emotionally demanding, and LCDCs must prioritize their own well-being to avoid burnout. Self-awareness allows them to recognize signs of stress or compassion fatigue and implement self-care strategies to maintain their mental and emotional resilience.
    • Demonstrate strong clinical knowledge of substance use disorders, integrating DSM 5 and additional criterion to establish treatment recommendations.
    • Provide sound clinical decisions within the parameters of the overall job duties and ensure that clinical recommendations are reflective of the program's mission and values.
    • Must be non-judgmental of clients, develop productive relationships with the diverse client population and have good interpersonal communication and teaching skills with the diverse client population.
    • Must be able to articulate clearly, using good grammar verbally and in writing, as well as ability to make constructive use of professional supervision.
    • Must be able to work independently and organize work effectively using time management tools.
    • Possess knowledge of local community resources and network with agencies to ensure appropriate referrals as needed for client continuity of care.
    • Ability to express self clearly and effectively, orally and in writing.
    • Requires ability to work within a team approach.
    • Requires proficiency with computer skills, programs, and email.

    Working Conditions:
    • Work will be performed in the Office and/or Field setting(s).
    • May require varied work hours depending on the need of clients.
    • Out-of-region travel may be required to attend training.
    • May require travel to various locations within Brazoria and Galveston Counties. Requires current Texas Driver's License, reliable transportation safe and current with all state requirements, and liability insurance.

    Special Projects:

    · Assist supervisor when requested to complete special projects and complete all assignments within a time frame negotiated with the supervisor. Completion of other duties as assigned by supervisor as it relates to the program and position.
