- Provide strategic leadership to improve the operational effectiveness and efficiency of the financial services department, and integrate financial and accounting services with the overall strategic plans of the organization. Identify potential funding sources for strategic initiatives, provide logistical and financial analysis of impacts related to strategic initiatives and make recommendations. Establish prospective budgets and financial analyses to measure the financial impact and feasibility of initiatives. Continuously assess accounting services and systems and make recommendations for modifications and improvements.
- Perform regular assessments and audits of the current accounting practices and processes to ensure compliance with GAAP/GASB sound business practices, relevant local, state, and federal laws and regulations to ensure the accuracy and completeness of produced information to reduce risk to the organization. Review, assess and critically analyze finance department SOPs; make recommendations and initiate changes by developing policies and procedures to ensure compliance with applicable accounting standards. . Review and assess industry best practices and implement necessary changes to improve the finance department operations and efficiency.
- Review and critically analyze department work product submitted on a scheduled and ad-hoc basis to ensure timely completion and accuracy. Analyze reports to determine conformance with established budget, identify variances, investigate root causes and make recommendations to reconcile variances. Report findings to CFO and other members of leadership.
- Provide leadership, direction, coaching and mentoring to assigned staff to ensure a high performing departmental culture. Continuously assess and analyze staff performance, making recommendations for improvement as needed including recommending disciplinary action based on objective standards. Actively participate in recruitment activities to ensure a complement of qualified, capable and confident departmental staff.
- Oversee the development and application of models and tools to assess the financial health of the Agency and implement appropriate actions and recommendations to the improve accuracy, transparency and internal controls.
- Prepare, produce and present reports as needed or requested to Agency stakeholders regarding a variety of financial topics. Participates in meetings as needed or requested.
- Perform basic accounting functions as needed.
- Perform other tasks, duties and assignments as requested by management.
- Principles and practices of accounting, financial management, supervision, evaluation and training, fiscal analysis and management, and budget preparation.
- Principles and practices of employee recruitment, candidate selection, employee orientation and skill development, and building and supporting a high performance team.
- Principles and practices of staff supervision, leading, coaching mentoring, as well as the production of complete and proper documentation to support proposed or recommended disciplinary action(s).
- Gather data and effectively analyze complex problems and logically identify solutions.
- Establish and maintain effective public and interpersonal relations.
- Communicate effectively both orally and in writing.

Summary
Under general direction of the Chief Financial Officer ("CFO"), the Deputy Chief Financial Officer ("DCFO") plans, organizes coordinates and reviews the policies, expenditures, revenues and financial activities of the Agency; and performs related work as required. The DCFO is responsible for overseeing, managing, supervising, and executing complex accounting and financial reporting functions and activities to ensure compliance with standards under generally accepted accounting principles (GAAP/GASB), sound business practices, and relevant local, state, and federal laws and regulations. The DFCO continuously assesses the Agency's accounting policies and recommends or effects necessary updates and implements approved changes. This position also ensures effective systems of internal control to safeguard Agency resources. The DCFO assists the CFO in planning, coordinating, and directing the financial activities of the Agency, and stands in for the CFO, as needed.
Duties & Responsibilities

Knowledge of:
Bachelor's degree in accounting, finance or business and at least seven (7) years experience in an accounting role with a minimum two (2) years in a leadership or management role required. MBA, MPA or CPA preferred. Experience in public agency strongly desired.
