    Duties


    The Associate Administrator (AA) for Environment and Compliance will advise the Maritime Administrator in the formulation, direction, and coordination of national policies and programs related to the application of private sector and government resources to promote and effect an improved national transportation system through the operation and navigation of vessels carrying goods and passengers in domestic and international commerce that reflect state-of-the art safety features, environmental best management practices, rules, regulations, and standards, while encouraging and facilitating efficient, effective U.S.

    maritime business practices.

    The Associate Administrator (AA) for Environment and Compliance:

    • Represents MARAD in national and international conferences, meetings, and forums related to maritime environmental, safety, and security matters.
    • Establishes partnerships with maritime industry and stakeholders to ensure effective communication and collaboration in support of MARAD and Departmental goals and objectives.
    • Provides executive leadership and direction in the management and coordination of all activities conducted within the Office of Safety, the Office of Environment and Innovation, the Office of Environmental Compliance, and the Office of Security.

    CONDITIONS OF EMPLOYMENT:
    *PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).
    *FINANCIAL DISCLOSURE: Complete a Public Financial Disclosure report, OGE-278. You will need to provide the information annually.
    *DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it's still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
    *SECURITY CLEARANCE: This position requires the ability to obtain and retain a Sensitive Compartmented Information (SCI) security clearance.

    Qualifications


    As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity.

    TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position.

    Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.


    TQ 1:

    Demonstrated executive experience developing, planning, and managing a multi-disciplinary effort, to include leading environmental, safety, security compliance, or research & development initiatives, in support of maritime industry operations.


    TQ 2:

    Demonstrated executive experience collaborating with stakeholders from international transportation agencies, national transportation industry organizations, or professional and technical transportation associations to establish a common approach and implement initiatives to advance the comprehensive national maritime transportation system.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.


    A Senior Executive Service (SES) reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education.

    Applicants determined to be highly qualified may undergo multiple interviews.

    The best qualified applicant will be asked to submit a written 10-page narrative statement addressing each of the Executive Core Qualifications (ECQs) areas (Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions).
