    leads organization-wide efforts to foster a culture of accountability, compliance, and risk awareness at all levels of the organization. The position is charged with designing, implementing, overseeing, and monitoring Action Against Hunger-USA's Compliance and Risk program, as well as a prioritized annual implementation plan. The program should effectively prevent, detect, respond to and mitigate illegal, unethical, or improper conduct and promote a culture of integrity, compliance, and accountability to both the donors that entrust us with resources and the communities and people affected by crisis that we serve.

    Purpose: Integrate a culture of compliance and risk management at all levels of the organization helping it to better respond to new and increasingly complex regulations and intensified risks to personnel, operations, and the organization.

    Engagement : Work closely with the senior leaders to build the capacities, skills and tools for compliance and risk management, empowering the organizational management to more confidently pursue new opportunities for programs, value and impact.

    Delivery: Develop and implement a comprehensive compliance and risk management program to more effectively prevent, detect, respond to and mitigate illegal, unethical, or improper conduct and promote a culture of integrity, compliance, and accountability to both the donors that entrust us with resources and the communities and people affected by crisis that we serve.

    Key activities in your role will include

  • Essential Job Functions
  • The specific responsibilities of the Associate Director, Compliance & Risk Management include:

    Compliance and Risk Program

  • Designing, implementing, overseeing, and monitoring Action Against Hunger-USA's Compliance and Accountability program, as well as a prioritized annual implementation plan.
  • Establish, lead and coordinate the work of the Compliance & Risk working group comprising executive leadership and senior managers across the organization.
  • The Associate Director will help the management team understand key organizational compliance requirements and organizational risks; lead the development of the program to mitigate and manage those risks; evaluate how well the program is being executed; report to leadership on gaps in coverage, execution, or instances of noncompliance.
  • The program will contribute to helping us to make progress to achieving the commitments under the Core Humanitarian Standards for Quality and Accountability.
  • Policy Management & Review

  • Develop, oversee, and monitor an organizational policy management framework
  • Be responsible and accountable for developing and owning key specific compliance-related policies that ensure compliance with 2 CFR 200, FAR requirements, as well as other required donor regulations.
  • Support relevant departments/team to develop departmental policies and ensure the development of standard operating procedures (SoP).
  • Collaborate with the Human Resources team to ensure new and existing employees receive necessary onboarding and ongoing training on key policies.
  • Risk Management & Mitigation

  • Coordinate the organization's processes for identifying, evaluating, responding to, and controlling, monitoring, and reporting key organizational risks, including programmatic/operational, legal/compliance, fiduciary, ethical, reputational, and safety & security risks.
  • Oversee the development and maintenance of an organizational risk register, developed by a cross-functional team of executive and management working group members, and report risk information, on a quarterly basis, to the Executive Team.
  • Manage, and review as necessary, the portfolio of organizational insurance policies.
  • Develop and oversee systems to aggregate and track organizational and project audit findings and disallowances, prioritize and assign ownership and accountability for, and track audit follow-up.
  • Legal & Compliance Support

  • Maintain up-to-date knowledge of USAID and USG agency and legal requirements for purposes of ensuring compliance of our portfolio of grants and serve as an internal resource for compliance issues.
  • Support the Grants and Contracts, Business Development, and Finance teams on compliance matters throughout the project lifecycle, including partner due diligence and risk assessment.
  • Maintain, support or complete required organizational legal registrations, commitments, certifications, assurances, etc. (e,g, USG registrations on , InterAction Certifications, etc.)
  • Investigations & Crisis Management

  • Ensure all instances of organizational fraud, waste and abuse, are tracked, support fraud investigations as required, and ensure required donor reporting.
  • As requested, support the Safeguarding focal point on SEA investigations.
  • Support and lead crisis management as necessary.
  • Reporting & Coordination

  • Engage with the Grants & Contracts teams & the Advocacy team on USAID donor-specific compliance-related advocacy through membership networks like Humentum and InterAction.
  • Engage with and support the Technical and HEARO teams on progress toward fulfilling commitments under the Core Humanitarian Standards for Quality and Accountability.
  • Liaise with other network Risk and Compliance counterparts as they engage with donors on behalf of Action Against Hunger-USA country programs on issues of compliance.
  • Engage with the network's International Risk Group to foster best practice, learning, and effective mitigation of organization-wide risks, and as appropriate, manage cost-recovered services related to legal, reputational, compliance risks related to US-based donor funding.

  • IV. Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.
  • To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

  • V. Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.
  • Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

    Required Qualifications

  • Masters' degree in a relevant field or related, equivalent experience
  • VIII. Required Skills & Experience

  • Minimum 7 years' experience in the field of international humanitarian assistance and development, or 5-7 years experience working in a medium to large public accounting firm.
  • Managerial experience and solid expertise in compliance and risk management issues.
  • Demonstrated experience and/or personal commitment to promoting gender equality within the humanitarian and/or development work.
  • Ability to analyze complex, sensitive material and to report on it cogently to colleagues.
  • Willingness and ability to travel to visit programs, donors and staff, both nationally and internationally.
  • Ability to take initiative and prioritize multiple tasks with minimum supervision
  • Excellent interpersonal skills, ability to work both independently and as a member of a team
  • Excellent written and verbal communication skills are essential
  • Knowledge MS Office 365 and Sharepoint,with minimal IT support
  • Genuine commitment to the humanitarian principles of Action Against Hunger
  • Knowledge of French / Spanish is preferred.
